About this opportunity

The Department of Justice Office for Victims of Crime is making a cooperative agreement award to the National Center for Missing and Exploited Children for the FY 2026 Victim Reunification Travel Program, with an application due date of September 2, 2026. This is a single-recipient award; only NCMEC is eligible to apply.

The program funds travel assistance for parents of children kidnapped by a noncustodial parent and taken across international borders, enabling parents to participate in Hague Convention hearings and/or accompany their children back to the United States. NCMEC will operate under guidelines and procedures established by OVC to request release of funds supporting victims of international parental kidnapping and federal crime victims. The program is authorized under 34 U.S.C. 11293(b), which mandates an annual grant to NCMEC for purposes related to assisting missing and exploited children and their families, and 34 U.S.C. 20103(c)(1)(B), which authorizes OVC to assist victims of federal crimes. NCMEC has administered this program since its inception in 2004.

The funding instrument is a cooperative agreement, indicating anticipated substantial federal involvement in program oversight and execution. The opportunity falls under Assistance Listing 16.582, Crime Victim Assistance/Discretionary Grants, which funds victim service program development, expansion, and strengthening nationwide. Award amount, period of performance, and other specific terms are not disclosed in this NOFO notice. Applicants must comply with 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and retain records for three years following final expenditure report submission; unobligated funds revert to the Crime Victims Fund after three fiscal years.
