About this opportunity
The Department of Justice Office for Victims of Crime is soliciting applications for cooperative agreements to support projects that create, expand, or enhance technology use by victim service organizations to improve interaction with crime victims, elevate service quality, and ensure accessibility and responsiveness, with applications due June 23, 2026. Funding is not intended to support projects that primarily fund equipment or supply purchases without substantial technological development components, procure existing commercial off-the-shelf technology solutions, duplicate existing services or products, or include active investigation or prosecution activities; applicants may propose hotline projects only if the focus is on developing innovative technological infrastructure or expansion rather than operations.
Eligible applicants include state governments, county governments, city and township governments, tribal governments (federally recognized and nonfederally recognized tribal organizations), special district governments, public and private higher education institutions, public or Indian housing authorities, 501(c)(3 nonprofits, non-501(c)(3) nonprofits, and other applicant types. Awards are made under CFDA 16.582 (Crime Victim Assistance/Discretionary Grants). The program supports development, expansion, and strengthening of victim service programs nationwide through competitive discretionary grants funded from deposits into the Crime Victims Fund. Recent awards under the parent program demonstrate amounts ranging from approximately $163,224 to $2,000,000, with most project grants between $200,000 and $500,000 for three-year performance periods. Award decisions are made by the Assistant Attorney General. Applicants must follow 2 CFR 200 (Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards) and retain records for three years from submission of the final expenditure report.
