About this opportunity

The Colorado Department of Corrections is requesting a documented quote for white cardstock paper to supply Colorado Correctional Industries at the CCi Tag Plant in Canon City, with quotes due September 16, 2026 at 4:00 p.m. Mountain Standard Time and written inquiries due September 11, 2026 at 2:00 p.m.

The procurement seeks 180,000 sheets of white cardstock measuring 12 inches by 24 inches, 32 points (0.032 inches) thick, manufactured to lay flat with anti-curling characteristics. The cardstock must feature silk screening on the non-coated side and a water-resistant C1S (coated one side) adhesive coating on the reverse side. A full-size mounting board diagram with kiss-cut placement specifications is provided in Attachment 3. Samples may be required for quality inspection and approval prior to production order fulfillment.

The initial purchase order term runs through June 30, 2027 and may be renewed for up to one additional year, not to exceed two years total, at CDOC's sole discretion and subject to appropriated funds. No minimum quantities are guaranteed; CDOC reserves the right to adjust quantities or delivery locations. Award will be made to the responsible bidder whose acceptable quote is determined most advantageous to CDOC, with price as the primary consideration alongside sample quality and delivery lead time.

All pricing must be firm throughout the purchase order term and include all delivery fees, shipping, and installation costs. CDOC will consider annual price increases not exceeding 2.5% per fiscal year by mutual agreement. Anticipated purchase order start date is September 23, 2026. The anticipated payment window is 45 days following receipt and acceptance of goods and a correct invoice.

Prior to purchase order execution, the awardee must provide proof of good standing with the Colorado Secretary of State, complete a criminal background investigation, register in the CORE system, and provide an insurance certificate. Insurance requirements include commercial general liability with minimum $1 million per occurrence and $1 million general aggregate, with additional coverage required if accessing protected information. Bidders must be registered with the Colorado Secretary of State, comply with accessibility requirements, confirm tax compliance, and disclose any prior contract defaults or litigation against the state. Bidders must submit Form W-9, a Non-Conflict of Interest certification, and disclosure of any contract performance outside the United States or Colorado. Three separate delivery failures may result in vendor disqualification as a non-responsible bidder for three years or indefinitely.
