About this file

This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections on behalf of Colorado Correctional Industries for Temporary License Plate production materials. The solicitation (DQ 2027000093) seeks qualified bidders to supply white cardstock paper with specific manufacturing requirements. The cardstock must measure 12 inches by 24 inches, be 32 points (0.032 inches) thick, and feature a non-coated side suitable for silk screening with a water-resistant C1S adhesive coating on the reverse side. The material must be manufactured to lay flat with anti-curling characteristics and include kiss-cut placement as detailed in the provided mounting board diagram. Bidders selected for award may be required to submit proof samples for quality inspection and approval prior to production order fulfillment. No specific order quantities, response deadlines, or contract award dates are detailed in this document.

Pricing submissions must be itemized as shown on the designated Price Quote exhibit, with all costs considered all-inclusive of shipping, surcharges, and taxes. Bidders should incorporate shipping costs into their pricing proposals. All pricing shall remain firm throughout the Purchase Order term, though the CDOC retains discretion to consider annual price increases not exceeding 2.5% per fiscal year by mutual agreement. Delivery schedules will be established following bid award, with suppliers required to provide a minimum three-calendar-day written notice if unable to meet delivery dates. The CDOC performance standards specify that three separate failures to deliver may result in vendor disqualification as a non-responsible bidder for a period of three years or indefinitely. Bidders must be registered with the Colorado Secretary of State, comply with all accessibility requirements, confirm tax compliance with the State of Colorado, and disclose any prior contract defaults, litigation against the state, or services performed outside Colorado or the United States.
