About this opportunity
The County of Orange, California, is seeking competitive bids for a Visual Design Enterprise License to provide a comprehensive design platform for its 22 departments and over 18,000 employees. The procurement is specifically for an annual subscription to a cloud-based design service like Canva or an equivalent, enabling users to create digital and print graphics, presentations, social media content, and marketing materials. The solicitation requires a robust platform with features including brand management, collaboration tools, cloud storage, file management, and compliance with data protection standards. Bidders must submit electronic proposals through the County's online bidding system by November 12, 2025, at 2:00 pm, with bids remaining valid for 365 days after the closing date. The procurement seeks multiple license types, including 20 Pro Licenses for individual users, 50 Enterprise Licenses for multiple users, and 25 Teams Licenses for smaller workgroups. All questions and requests for interpretation must be submitted through the solicitation's Question & Answer section by October 30, 2025, before 2:00 pm, with direct contact with County personnel strictly prohibited.
The County offers preferences for Local Small Businesses (OCLSB) and Disabled Veteran Business Enterprises (DVBE), potentially providing a 5% bid price reduction for qualified businesses. The Regional Cooperative Agreement (RCA) will allow not only County departments but also California local and state governmental entities to issue subordinate contracts using the established pricing and provisions. While specific budget ranges are not explicitly stated, the procurement includes options for additional user licenses and onboarding/support services. The contract is structured as a five-year term with annual invoicing, and includes a 2% administrative rebate on total sales from subordinate contracts. Potential price increases after the first contract year will require documented proof and a minimum 160-day advance notice. The solicitation is designed to be a comprehensive, flexible procurement that can serve multiple governmental and potentially non-profit organizations, with the County of Orange managing the primary contract and providing a framework for broader usage.
