About this opportunity

The State of Utah Division of Purchasing, on behalf of the Department of Veterans and Military Affairs (UDVMA), is conducting a Request for Proposals (RFP) for Veterans Homes Management and Operation with a posting date of March 26, 2026, and a proposal due date of April 29, 2026. This procurement seeks a single contract award to a responsive and responsible vendor to manage and operate two state veterans homes: the George E. Wahlen Ogden Veterans Home (GEWOVH), a 120-bed skilled nursing facility, and the William E. Christoffersen Veterans Home (WECVH), an 81-bed facility that will transition to a new 105-bed replacement facility in West Valley City during the contract term. The contractor must operate both facilities as high-quality skilled nursing care facilities with memory care units serving qualified veterans, veteran spouses, and Gold Star parents, providing comprehensive operational services including nursing care (24/7), dietary services, housekeeping, laundry, maintenance, security, pharmacy, therapy services, transportation, utilities, and supplies. The contract term is five years with a single three-year renewal option. Contractor compensation is structured as a management fee of 6 percent of gross revenue less contractual adjustments, which includes corporate overhead costs, corporate offices, corporate personnel, risk management, and reasonable operating profit; the contractor does not receive direct state compensation but instead operates on revenue generated from VA per diem payments, Medicare, Medicaid, private insurance, and resident cost-sharing, with 2025 revenues totaling approximately $18.86 million at GEWOVH and $13.9 million at WECVH. A mandatory site visit is required for all offerors on April 13, 2026, beginning at 10:00 AM at WECVH located at 700 Foothill Drive, Salt Lake City, UT 84113, followed by a visit to GEWOVH at 1:30 PM; offerors not present and on time for the entire duration of both site visits will be automatically excluded from consideration. The evaluation methodology consists of two stages: Stage 1 involves initial review to eliminate non-responsive proposals and those unable to meet mandatory minimum requirements (which include current management of at least four skilled nursing facilities, absence of final judgments by Medicare or Medicaid for fraud or abuse, and ability to provide required insurance), followed by Stage 2 technical proposal evaluation scored across eight criteria totaling 700 points possible: Experience (100 points, maximum 12 pages), Quality Measures (100 points, maximum 12 pages), Staffing (100 points, maximum 10 pages), Health Inspections (100 points, maximum 10 pages), Food and Dining (75 points, maximum 6 pages), Quality of Life (75 points, maximum 10 pages), Honoring Veterans (75 points, maximum 6 pages), and Replacement Facility Transition (75 points, maximum 8 pages); offerors must achieve a minimum of 560 points (80 percent of total technical points possible) to advance to cost evaluation, which accounts for an additional 100 points with the lowest-cost responsive and responsible proposal receiving the contract award.

The RFP documents do not identify any specific set-aside designations or restrictions limiting the types of organizations that can respond, nor do they reference disadvantaged enterprise preferences. No incumbent vendor or current contractor is identified in the materials. Vendors must comply with Utah Code anti-boycott provisions, confirm non-involvement with forced labor products or restricted foreign entities, and are prohibited from communicating about the solicitation except through the designated State of Utah Division of Purchasing procurement officer; all communications must occur through the online portal during specified question-and-answer periods. Vendors must certify compliance with standard state agency terms and conditions, including provisions for indemnification, insurance coverage requirements (workers' compensation, commercial general liability of $1,000,000 per person/$3,000,000 aggregate, and commercial automobile liability of $1,000,000), intellectual property ownership, confidentiality obligations, and records retention for six years. The contract is governed by Utah law with venue in Salt Lake County's Third Judicial District Court, and the State Entity retains the right to terminate for convenience with thirty days' written notice or for cause with ten days' opportunity to cure. Payment terms specify invoicing within thirty days of delivery, with payment due within thirty days of correct invoice receipt. The specific contract award value is not disclosed in the RFP documents, though prospective vendors should reference the cost sheet attachment and the Scope of Work for financial details and the management fee structure based on gross revenue generation.
