About this file

This is a Technical Evaluation Criteria document for a Request for Proposals issued by the State of Utah Division of Purchasing on behalf of the Department of Veterans and Military Affairs for Veterans Homes Management and Operation. The RFP seeks a single contract award to a responsive and responsible vendor to manage and operate the state's veterans homes. A mandatory site visit is required for all offerors on April 13, 2026, beginning at 10:00 AM at the William E. Christoffersen Veterans Home (WECVH) in Salt Lake City, Utah, followed by a visit to the George E. Wahlen Ogden Veterans Home (GEWOVH) at 1:30 PM on the same day. Attendance at both locations for the entire duration of each site visit is mandatory, and any offeror not present and on time will be excluded from the solicitation. The evaluation process consists of two stages: an initial review to eliminate non-responsive proposals and those unable to meet mandatory minimum requirements, followed by technical proposal evaluation.

Offerors must affirm they currently manage at least four skilled nursing facilities, have no final judgement by Medicare or Medicaid for fraud or abuse, and can provide all required insurance. The technical evaluation criteria are divided into eight categories totaling 700 points possible: Experience (100 points, maximum 12 pages), Quality Measures (100 points, maximum 12 pages), Staffing (100 points, maximum 10 pages), Health Inspections (100 points, maximum 10 pages), Food and Dining (75 points, maximum 6 pages), Quality of Life (75 points, maximum 10 pages), Honoring Veterans (75 points, maximum 6 pages), and Replacement Facility Transition (75 points, maximum 8 pages). Offerors must receive a minimum of 80 percent of total points possible (560 points) to advance to the cost evaluation stage. The document notes that the transition from the current WECVH facility to a new 105-bed facility in West Valley City will likely occur during the contract period.

Attachment C – Mandatory Minimum Requirements and Technical Evaluation Criteria Please address the subheadings under each of the 8 Technical Categories. Emphasis should be placed on initiatives you are currently doing in your managed facilities to promote success. Regarding Criteria 8, there is an ongoing effort to replace the (WECVH) home with a 105-bed facility located in West Valley City. The transition from the current facility to the new facility will likely happen during this contract period.

For ease of evaluation, the proposals must provide a point-by-point response, addressing in detail each area of the evaluation criteria.
