About this file

This is a Government Records Access and Management Act (GRAMA) Business Confidentiality Claim form issued by the Utah State Archives Office of the Government Records Ombudsman in connection with a Request for Proposals (RFP) for Veterans Homes Management and Operation conducted by the State of Utah Division of Purchasing and the Department of Veterans and Military Affairs (UDVMA). The RFP seeks a single contract award to provide comprehensive management and operation services for two veterans homes: the William E Christoffersen Veterans Home in Salt Lake City and the George E. Wahlen Ogden Veterans Home. Offerors are required to attend mandatory site visits on April 13, 2026, beginning at 10:00 AM at the Salt Lake City location and continuing at 1:30 PM at the Ogden location, with attendance at both sites required for proposal consideration. The evaluation methodology employs a two-stage process: Stage 1 involves initial review and elimination of non-responsive proposals, followed by Stage 2 technical evaluation scored across multiple criteria including Experience (100 points), Quality Measures (100 points), Staffing (100 points), Health Inspections (100 points), and Food and Dining (75 points).

The confidentiality claim form itself is a template document used to protect trade secrets and commercial financial information submitted by bidders in response to the RFP. Per Utah Code 63G-2-305 and 63G-2-309, claimants may request confidential treatment of sensitive business information, including proprietary data and financial details that could create unfair competitive injury if disclosed. The form requires claimants to submit both redacted and non-redacted versions of their proposals, with a concise statement of reasons supporting the confidentiality claim. The Division of Purchasing will not perform redactions on behalf of claimants who fail to provide properly redacted copies, and approval of a confidentiality claim is not guaranteed even when properly submitted through this formal process.

Business Request for GRAMA Business Confidentiality Claim

Note: Utah Code § 63G-2-305(1) states that trade secrets can be protected if the person submitting the trade secret provides the governmental entity with a confidentiality claim. Likewise, Utah Code § 63G-2-305(2) states that commercial financial information can be protected if disclosure could reasonably be expected to result in unfair competitive injury to the person submitting the information, and that person has provided a confidentiality claim. Confidentiality claims are described in Utah Code § 63G-2-309. A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted. The Division of Purchasing will not redact a proposal on behalf of a claimant if they fail to upload a redacted copy of their proposal.
