About this opportunity

The State of Oregon, through the Department of Administrative Services Procurement Services (DAS PS) on behalf of the Oregon Commission for the Blind (OCB) and Oregon Cooperative Procurement Program (ORCPP) members, is soliciting proposals for a statewide price agreement for vending machines and related options, add-on products, and services. The procurement seeks vendors to provide new, unused vending machines across multiple categories including snack, refrigerated food, beverage, ice/water, retail, and micro market machines, along with associated equipment like security cages, monetary collection boxes, wraps, and decals. Mandatory specifications require ADA compliance, precise temperature controls, multiple payment options, and advanced security features. Proposers must offer detailed technical specifications for up to three machines per vending type, with evaluation focusing on completeness of proposals and technical capabilities. The proposal is due on August 5, 2024, at 2:30 PM Pacific Time, with an anticipated award notification on October 3, 2024, and the contract will have an initial two-year term with potential extensions up to five years total.

The State of Oregon emphasizes equal opportunity and actively encourages participation from certified disadvantaged businesses, including minority-owned, women-owned, service-disabled veteran-owned, and emerging small businesses. Proposers must complete a Certified Disadvantaged Business Outreach Plan detailing their strategies for including such businesses in subcontracting opportunities. The procurement has an estimated total contract value of $4,000,000, with the potential for multiple price agreements awarded by category or combination of categories. Contractors must offer pricing equal to or better than those provided to other government or commercial customers, with price increases limited to once annually. The agreement is not exclusive, and Authorized Purchasers may select contractors through best value or price comparison processes. Proposers must maintain availability of replacement parts for a minimum of seven years after purchase and comply with all applicable federal, state, and local laws and regulations. Contractors must also have an active Oregon business registration and cannot be listed on federal exclusion lists.
