About this opportunity
The Illinois Environmental Protection Agency (IEPA) is soliciting proposals for the implementation and operation of a statewide motor vehicle emissions inspection and maintenance program, as authorized by the Vehicle Emissions Inspection Law of 2005. The IEPA is seeking qualified offerors to design, implement, and operate a hybrid network of centralized and decentralized inspection facilities, including self-service kiosks and mobile testing units, to serve the affected counties in the Chicagoland and Metro-East areas. The contract will have an initial term of 8 years, with the option to renew for up to two additional 2-year terms. Offerors must meet detailed technical, implementation, and operational requirements, including performance standards for remote on-board diagnostics testing. The IEPA will evaluate proposals based on technical merit, commitment to diversity, and pricing, with the most responsive and responsible offeror selected for award.
The solicitation includes a 5% Disadvantaged Business Enterprise (BEP) participation goal, but no Veteran-Owned Small Business (VSB) goal. The current program has a hybrid network of 12 centralized and 9 decentralized facilities, inspecting approximately 2.5 million vehicles annually. The contract may be partially or fully funded with federal funds, and offerors may be eligible for tax credits for hiring qualified veterans and ex-offenders. The solicitation does not provide details on incumbent vendors, but the IEPA estimates there are at least 730 commercial fleets and 53,400 fleet vehicles in the Chicagoland area, as well as 60 fleets and 3,050 fleet vehicles in the Metro-East area.
