About this opportunity

The City of Long Beach is awarding a contract for Vacant Lot Activation and Management Solutions under RFP DV-25-645, with BeeSpace of Norwalk, California selected as the awarded vendor following Demo Day presentations on November 15, 2025. The initial 12-month contract period begins in February 2026, with renewal options available for up to four additional one-year periods not to exceed five years total.

The scope requires the vendor to develop and implement solutions that reduce visible blight on vacant lots and prevent encampments without relying on enforcement or ordinance changes. The vendor must activate at least one site during the contract term, with flexibility to propose their own vacant lot locations from approximately 340 city-inventoried properties across Long Beach and Signal Hill or to develop alternatives acceptable to the City. Deliverables include community scoping workshops, voluntary property owner engagement, maintenance sustainability plans, and implementation of tracking and reporting systems such as QR codes. The vendor may leverage City resources including security cameras, the Go Long Beach 311 app, survey applications, and GIS mapping. The vendor is responsible for obtaining all permits and associated costs; the City will not provide insurance for activations or waive permit fees. If property owners consent, the City may assist with lot cleaning coordination.

The contract award is $75,000 for the initial 12-month period. All three finalists who participated in Demo Day (BeeSpace, Devotion Fitness Inc of Long Beach, and RDC-S111, Inc dba Studio One Eleven of Long Beach) receive $3,500 honorariums. The vendor may subcontract but the total award shall not exceed $75,000 regardless of subcontractor count.

Local Long Beach businesses receive five extra credit percentage points under the City's local preference program. The Equal Benefits Ordinance applies to contractors with City contracts valued at $100,000 or more or generating $350,000 or more in annual gross receipts leasing City property. Federal debarment certifications and compliance with the City of Long Beach Vendor Code of Conduct are required. Proposals are firm and fixed for 90 days from submission. The evaluation committee included representatives from Community Development, Technology and Innovation, and Innovators in Residence, applying five equally weighted criteria: qualifications, feasibility, impact, originality, and understanding of the challenge.
