About this file

This is Addendum No. 1 (Q&A) to Request for Proposal No. DV-25-645 issued by the City of Long Beach, Department of Financial Management, dated September 26, 2025, for Vacant Lot Activation and Management Solutions. The addendum amends the original RFP through responses to proposer questions and includes an optional pre-proposal meeting slide deck. Proposers are required to acknowledge receipt of this addendum by signing and submitting it with their proposals, with failure to do so resulting in disqualification. The RFP seeks consulting services to activate and manage vacant lots in Long Beach through various solutions and strategies over a 12-month contract period. The City expects at least one (1) site to be activated during the contract term and is open to various activation models, including monthly or quarterly approaches. Proposers may propose their own vacant lot locations for activation, as there are no pre-approved or preferred sites identified by the City. A Community Scoping Workshop will occur during the contract period with dates to be determined based on RFP selection outcomes.

Key clarifications from the addendum address property and financial matters, permit requirements, and operational responsibilities. All Assessor Parcel Numbers (APNs) listed in the RFP appendix have been confirmed as valid. The City does not currently pursue acquisition of properties with delinquent property taxes and has not explored receivership or municipal land bank options. The City will levy fees for unpaid Vacant Lot Monitoring and will file liens for enforcement, with lien costs recoverable through annual property tax bills. Proposers are responsible for obtaining all permits and their associated costs, with Planning approval and Building & Safety sign-off required for any permitted activations. Insurance requirements and limits are to be determined and will be included in the final contract. The City will not provide insurance for activations occurring on sites, nor will it waive or subsidize permit fees. If property owners are open to lot activation, the City may assist with lot cleaning coordination. No further reporting metrics beyond the three quantitative metrics aligned with Section 1.2 objectives are required to measure program performance.
