About this opportunity

The Michigan Department of Transportation (MDOT) issued Request for Proposal No. 220000001069 on January 28, 2022, to establish a three-year contract with two optional one-year extensions for the supply of truck and trailer mounted attenuators designed to protect work zones and reduce secondary collision impacts. The procurement encompasses seven distinct attenuator configurations specified in technical documents (Attachments A1 through A7), including truck-mounted replaceable cartridge systems, truck-mounted articulating folding designs, and trailer-mounted arrow board sign impact attenuators that must comply with NCHRP 350 TL3 or AASHTO Report MASH (2016) TL3 standards, as well as requirements from NHTSA, AASHTO, MMUTCD, ANSI, OSHA/MIOSHA, SAE, FMVSS, and state regulations. Deliverables include new, latest-model equipment weighing approximately 1,795 pounds for truck-mounted units and 1,300 to 2,650 pounds for trailer-mounted units, complete with dual cartridge systems, hydraulic raise/lower mechanisms, LED lighting compliant with FMVSS 108, hand-crank jacks, and integrated arrow board signage for applicable configurations. All units must be delivered within 120 business days of order receipt, fully serviced and tested, to designated MDOT garage facilities between 8:00 a.m. and 3:00 p.m., Monday through Thursday, excluding public holidays, with two sets of operating and maintenance manuals provided at delivery. Contractors must be certified authorized distributors or manufacturers of the brand offered, with manufacturers' authorization letters required from distributors, and must pass a two-step evaluation process consisting of a Pass/Fail assessment of required documents and product literature followed by technical evaluation weighted 60 percent on Schedule A responses regarding warranties, recall requirements, quality assurance, and technical support, and 40 percent on vendor experience and relevant prior experience. Proposals scoring 80 or higher technical evaluation points will proceed to pricing evaluation for award consideration. The proposal deadline is 3:00 p.m. Eastern on Friday, February 11, 2022, with bidder questions accepted no later than 3:00 p.m. Eastern on Friday, February 4, 2022, and answers posted by 5:00 p.m. Eastern on Tuesday, February 8, 2022; the anticipated contract begin date is March 1, 2022, with expiration on April 30, 2025.

The RFP does not identify specific set-aside designations for disadvantaged enterprises, though the State will consider qualified disabled veteran/service-disabled veteran-owned business status under MCL 18.1261(8) as a factor in award decisions. No incumbent vendors or existing contractors are referenced in the procurement documents. Proposals must be submitted electronically through www.michigan.gov/SIGMAVSS in modifiable native formats with file size limits of 6 MB per document and include acceptance of standard contract terms requiring comprehensive insurance coverage, including Commercial General Liability ($1,000,000 each occurrence, $2,000,000 general aggregate), Automobile Liability ($1,000,000 per accident), Workers' Compensation, and Employers Liability Insurance ($500,000 per accident), with the State of Michigan named as additional insured. Pricing may be offered as a percentage discount off the manufacturer's suggested retail price (MSRP) or list price, with firm pricing for 365-day periods, and contractors are responsible for delivery costs on an F.O.B. Destination basis to eight statewide MDOT regions. Payment will be made exclusively through Electronic Funds Transfer (EFT) within 45 days of State receipt of undisputed invoices, and contractors must provide one-year warranties covering all listed components or the manufacturer's warranty, whichever is greater. While quantities to be purchased are unknown, contracts valued at $250,000 or greater require State Administrative Board approval, and the State reserves the right to conduct facility visits, oral presentations, interviews, reference checks, and negotiate pricing and terms with bidders.
