About this file
This is a Schedule of Work document for Request for Proposal (RFP) No. 220000001069 issued by the Michigan Department of Transportation (MDOT), Bureau of Field Services, Fleet Division, for Truck and Trailer Mounted Attenuators. MDOT seeks to establish a three-year contract with two optional one-year extensions for the supply of new, latest-model truck and trailer mounted attenuators that comply with standards set by NHTSA, NCHRP 350, AASHTO MASH, MMUTCD, ANSI, OSHA/MIOSHA, SAE, FMVSS, and state regulations. The RFP includes seven specifications for different attenuator configurations (Attachments A1 through A7), and contractors must respond to each specification and provide manufacturers' product literature supporting performance and design specifications. Quantities to be purchased are unknown, with Schedule B establishing unit pricing for one of each item type. Contractors must deliver all units within 120 business days of order receipt, fully serviced and tested, to designated MDOT garage facilities between 8:00 a.m. and 3:00 p.m., Monday through Thursday, excluding public holidays. The contract requires submission of two sets of operating and maintenance manuals at delivery, appointment of a dedicated key personnel representative, provision of technical support during business hours, and compliance with security and background check procedures.
Pricing shall be firm for 365-day periods beginning on the contract effective date, with adjustments permitted only upon written request supported by documented evidence of cost changes, subject to 30-day review and negotiation periods by both parties. Contractors may offer pricing as a percentage discount off the manufacturer's suggested retail price (MSRP) or list price. Payment will be made exclusively through Electronic Funds Transfer (EFT) upon submission of invoices containing specified details including delivery order number, quantity, item description, unit price, and shipping costs. Contractors must provide one-year warranties covering all listed components or the manufacturer's warranty, whichever is greater, with warranty periods commencing upon MDOT placing units in service. The contract includes liquidated damages provisions of 2/10ths of one percent per day up to 30 days for late or improper delivery. Additional requirements include disclosure of environmental and energy efficiency certifications, hazardous chemical identification via Material Safety Data Sheets, confirmation of mercury-free products, disclosure of brominated flame retardants, and confirmation that products do not intentionally contain PFAS.
