About this file
This is a specification document for RFP Department 591, No. 220000001069, issued by the State of Michigan Department of Transportation (MDOT) for a Trailer Mounted Attenuator with Replaceable Cartridge and Arrow Board Sign meeting ASHTO Report MASH (2016) TL3 Standards. The specification details a single unit that must be new, latest model in current production, with all standard features. The attenuator system consists of a support structure with articulating arms, cartridges, impact frame, cylinder hitch assembly, intermediate frame, Torflex heavy duty axle, wheels, tires, brakes, electric trailer brake away system, safety chains, and a 3-inch pintle hitch. The unit must include a standard trailer lighting system compliant with FMVSS 108 standards with LED brake, tail, ICC bar, and turn signal lights. The arrow board comprises a 48-inch by 96-inch aluminum welded frame with flat black finish, 15 replaceable Par 46 LED arrow lamps, and a manual tilt design with worm gear and crank assembly. The attenuator must pass all performance tests required under MASH (2016) TL 3-50 through TL 3-54 and be capable of passing accelerated endurance testing.
Key specifications include maximum ground height of 45 inches, maximum impact face width of 7 feet 9 inches, weight of 2,650 pounds, and length of 18 feet 11 inches. The unit must incorporate a hydraulic cylinder dampener system to minimize rotation during offset impacts and allow articulation like a normal trailer while locking to prevent rotation during impacts. The attenuator must remain less than 12 feet wide following design impact and retain structure for short distance transport. Approximately 70 percent of components and framework must be reusable after a design impact, with refurbishment possible using simple hand tools. The arrow board shall operate at approximately 146 inches height in use and 88 inches in travel position, powered by the towing vehicle with supplemental power from a 55-watt solar panel equipped with a 4-amp regulator connected to a 12-volt marine battery. All metalwork must be made in America, welding must be performed by or under direction of a certified welder, and all electrical connections must be soldered and enclosed in heat shrink or waterproof junction blocks.

| 1.5 | Unit number will be provided and shall be welded to the unit in 2 inch high numbers or welded or stamped to a plate and bolted to the unit |
| 1.6 | Trailer mounted attenuator system can be used with any weight over 9,920 pounds |
| 1.7 | Trailer mounted attenuator system shall use a hydraulic cylinder dampener system to minimize rotation during an offset impact, thus helping to possible secondary accidents (this system will allow the trailer to act like a normal trailer and resist rotation when impacted) |
| 1.8 | No portion of the attenuator shall protrude forward under the truck damaging its vital elements during an impact |
| 1.9 | Attenuator shall not impede the line-of-sight of an arrow board or message board mounted on the truck installed per MUTCD (Manual on Uniform Traffic Control Devices) guide lines at a height of 7 feet to the bottom of the board |
| 2.0 | Following a design impact under NCHRP TL-3 conditions, the attenuator shall remain less than 12 feet wide and retain its structure to permit short distance transport off of the road after impact |
| 2.1 | Attenuator shall be capable of being refurbished using simple hand tools and replacement parts |
| 2.2 | After a design impact, approximately 70% of the components and framework shall be reusable |
| 2.3 | Trailer mounted attenuator shall consist of the following components: |
