About this file

This is a specification document for RFP Department 591, No. 220000001069, issued by what appears to be the Michigan Department of Transportation (MDOT), detailing requirements for a trailer-mounted attenuator with replaceable cartridge and arrow board sign meeting NCHRP 350 TL3 standards. The specification requires contractors to provide a single new trailer-mounted attenuator system capable of being towed behind a support vehicle, featuring a hydraulic cylinder dampener system, support structure with articulating arms, impact frame, intermediate frame, cylinder hitch assembly, and associated components. The unit must comply with specific dimensional requirements including a maximum height of 45 inches from ground, maximum impact face width of 7 feet 9 inches, total length of 18 feet 11 inches, and weight of 2,650 pounds. The attenuator system must be equipped with an integrated arrow sign board measuring 48 inches high by 96 inches wide with 15 replaceable Par 46 LED arrow lamps, manual tilt design with worm gear assembly, and solid-state controller with LED display. All components must be new, of the latest model in current production, include standard features, and utilize soldered electrical connections in heat shrink or waterproof junction blocks, with no scotch locks or wire nuts acceptable.

The specification mandates that the attenuator pass all NCHRP 350 TL3 tests (TL 3-50 through TL 3-54) and an accelerated endurance test simulating anticipated shock loading. All welding must be performed by or under direction of a certified welder, with metal work manufactured in America and proper paint preparation including primer or powder coating. The arrow board controller must support simultaneous or sequential arrow display with caution modes, be fully enclosed with sealed hinged lockable lid, and utilize quick-connect weatherproof connections. Power is to be supplied from the towing vehicle, supplemented by a 55-watt solar panel with 4-amp regulator wired to a 12-volt marine battery system housed in a lockable steel enclosure. The specification requires approximately 70% of components and framework to be reusable following a design impact, with the unit remaining refurbishable using simple hand tools. Compliance with FMVSS 108 standards, LED lighting systems with synchronized strobe lights, and conspicuity tape installation per NHTSA standards are mandatory requirements.

Contract to identify proposed make and model
Brands or trade names are for identification purposes only and do not limit the Contractor to such brandsMake and Model
1.0Basic Requirements:
1.1All wires passing through holes in metal or non-metal wearing surfaces, which could cause wear of the insulation, shall be adequately protected by rubber or plastic grommets, and/or non-metal conduit. Ends of all wires shall be adequately anchored to prevent loosening. All wiring shall be properly secured to the unit by proper wiring hangers.
1.2Ends of all wires shall be adequately anchored to prevent loosening
1.3All electrical connections shall be soldered and enclosed in heat shrink or in water tight junction blocks
1.4Scotch locks and wire nuts are not acceptable
1.5Unit number will be provided and shall be welded to the unit in 2 inch high numbers or welded or stamped to a plate and bolted to the unit
1.6Trailer mounted attenuator system can be used with any weight over 9,920 pounds
1.7Trailer mounted attenuator system shall use a hydraulic cylinder dampener system to minimize rotation during an offset impact, thus helping to possible secondary accidents (this system will allow the trailer to act like a normal trailer and resist rotation when impacted)
1.8No portion of the attenuator shall protrude forward under the truck damaging its vital elements during an impact
1.9Attenuator shall not impede the line-of-sight of an arrow board or message board mounted on the truck installed per MUTCD (Manual on Uniform Traffic Control Devices) guide lines at a height of 7 feet to the bottom of the board
2.0Following a design impact under NCHRP TL-3 conditions, the attenuator shall remain less than 12 feet wide and retain its structure to permit short distance transport off of the road after impact
2.1Attenuator shall be capable of being refurbished using simple hand tools and replacement parts
2.2After a design impact, approximately 70% of the components and framework shall be reusable
2.3Trailer mounted attenuator shall consist of the following components:
aSupport structure with articulating arms
bAll cartridges (all cartridges shall be contained within the frame work created by the arms)
cImpact frame
dCylinder hitch assembly
eIntermediate frame
fShall be equipped Torflex heavy duty, axle, wheels, tires and brakes sized to match the weight of the unit
gShall be equipped with electric trailer brake away system
hShall be equipped with safety chains and a 3 inch pintle hitch rated to meet the crash rating of the unit
2.4Attenuator shall have a standard trailer lighting system compliant with FMVSS 108 standards, wired for turn signals independent of stop lights
2.5Lighting system shall include brake, tail, ICC bar, and turn signals that are LED type
2.6Wiring for the rear lights shall be routed in a protective jacketed cable
