About this file

This is a specification document issued by Department 591 (RFP No. 220000001069) for a truck-mounted attenuator system meeting ASHTO Report MASH (2016) TL3 standards. The attenuator is a replaceable cartridge system designed for installation on trucks with a gross vehicle weight rating of 37,000 pounds. The system must weigh approximately 1,795 pounds and consist of a bi-folding articulating frame assembly, dual cartridge system, support structure, underride design, and hydraulic system for raising and lowering the unit. The attenuator shall feature LED lighting compliant with FMVSS 108 standards, including brake, tail, ICC bar, and turn signals, along with two synchronized amber/green LED strobe lights in the rear strike plate. The system must be capable of quick attachment and detachment from the vehicle while keeping major components together, and shall include four hand-crank jacks with swivel casters for removal and storage.

The specification requires that all materials be new and of the latest production model, with all welding performed by or under the direction of a certified welder and all metal work manufactured in America. The attenuator must pass all ASHTO Report MASH (2016) TL 3 tests (TL 3-50 through TL 3-54) when mounted to a truck weighing up to 9,000 kilograms with automatic transmission in neutral and parking brakes locked on clean, dry pavement. The system must feature a hydraulic lock mechanism with manual mechanical backup to secure the frame assembly at 90 degrees, and the exit velocity of impacting vehicles shall not exceed 5 percent of incoming velocity. Contractors must respond with "YES" to each specification section or provide detailed explanations and available alternatives if unable to comply.

1.0Basic Requirements:
1.1All wires passing through holes in metal or non-metal wearing surfaces, which could cause wear of the insulation, shall be adequately protected by rubber or plastic grommets, and/or non-metal conduit. Ends of all wires shall be adequately anchored to prevent loosening. All wiring shall be properly secured to the unit by proper wiring hangers.
1.2Ends of all wires shall be adequately anchored to prevent loosening
1.3All electrical connections shall be soldered and enclosed in heat shrink or in water tight junction blocks
1.4Scotch locks and wire nuts are not acceptable
1.5Unit number will be provided and shall be welded to the unit in 2 inch high numbers or welded or stamped to a plate and bolted to the unit
1.6Truck mounted system shall be designed for installation at the back of a truck with a gross vehicle weight (GVW) of 37,000 pounds and attached to the vehicle undersides with a quick attachment
1.7Hitch assembly shall in no way hinder the operation of an underbody plow blade in its operation of raise and lower or traverse from right to left.
1.8Attenuator shall consist of the following basic components:
aBi-folding articulating frame assembly
bDual cartridge system
cSupport structure
dAn under-ride design for attaching the system to the truck
eHydraulic system to raise and lower the unit
1.9Both cartridges shall also be included in the system to raise the frame assembly and cartridge to a vertical position
2.0When frame is in horizontal position the frame assembly shall be capable of collapsing when impacted by an errant vehicle
2.1Total weight of system shall be approximately 1,795 pounds
2.2Attenuator shall be designed to make attachment or detachment from the truck simple and fast with the major components listed above remaining together when detached from the support vehicle
2.3Attenuator shall have a standard trailer lighting system compliant with FMVSS 108 standards, wired for turn signals independent of stop lights
2.4Lighting system shall include brake, tail, ICC bar, and turn signals that are LED type
2.5Wiring for the rear lights shall be routed and secured in the system frame
2.6Light connector shall be round 7 pin Berg type
