About this file
This is a specification document from the Department of Transportation (RFP Dept. 591, No. 220000001069) detailing requirements for a Trailer Mounted Attenuator with a collapsible frame type and arrow board sign. The specification requires contractors to furnish new, latest-model equipment that meets NCHRP 350 TL3 safety standards. The attenuator system must include an impact frame equipped with Torflex heavy-duty axles, wheels, tires, safety chains, and a 3-inch pintle hitch rated for crash performance. The unit requires LED lighting compliant with FMVSS 108 standards, including brake, tail, ICC bar, and turn signals, along with two synchronized flush-mount amber/green LED strobe lights. The specification mandates an integrated arrow sign board measuring 48 inches high by 96 inches wide with aluminum welded construction, featuring 15 replaceable Par 46 LED arrow lamps and a solid-state controller with LED display. Physical specifications include a maximum height of 45 inches, width of 7 feet 9 inches, length of 23 feet 2 inches, and weight of 1,300 pounds, with a galvanized finish and welding performed by certified welders.
The specification requires the attenuator to pass all NCHRP 350 TL3 performance tests (TL3-50 through TL3-54) and an accelerated endurance test simulating actual use conditions. The arrow board must operate at approximately 146 inches in height and collapse to approximately 88 inches for transport, with power supplied from the towing vehicle supplemented by a 55-watt solar panel with 4-amp regulator connected to a 12-volt marine battery. All electrical connections must be soldered and enclosed in heat shrink or watertight junction blocks, with wiring routed in protective jacketed cables and secured at 18-inch intervals. The specification mandates conspicuity tape and reflectors compliant with NHTSA and SAE standards, a hand-crank jack with 600-pound minimum capacity, and all metalwork to be made in America. Contractors must respond with "YES" to each specification section or provide detailed explanations and available options for any deviations.
