About this file
This specification document is a technical requirements sheet for Truck Mounted Attenuator equipment from the Michigan Department of Transportation (MDOT), Specification Number C68-0001M.22, associated with RFP Department 591, Number 220000001069. The document details the procurement of a truck-mounted attenuator with replaceable cartridges that must meet ASHTO Report MASH (2016) TL-3 standards. The attenuator system shall be designed for installation on trucks with a gross vehicle weight of 37,000 pounds and must include dual cartridge systems, support structures, under-ride designs, and hydraulic systems capable of raising and lowering the unit to a 90-degree vertical position. The system shall weigh approximately 1,795 pounds and include standard trailer lighting compliant with FMVSS 108 standards, LED lighting components, hand crank jacks for removal and storage, and black on yellow chevron patterns on the rear strike surface. All equipment must be new, latest model production units with all standard features included.
The specification requires comprehensive performance compliance with multiple ASHTO Report MASH (2016) test standards (TL 3-50 through TL 3-54) when mounted on trucks weighing up to 9,000 kilograms on clean, dry pavement. The attenuator must be easily refurbished and reusable after typical design impacts, featuring lightweight aluminum cartridges and steel support frames. Critical design requirements include hydraulic locking mechanisms with manual mechanical backup, metal work manufactured in America, certified welder requirements, and specific electrical configurations including soldered connections in heat shrink or waterproof junction blocks. Exit velocity of impacting vehicles must not exceed 5 percent of incoming velocity to minimize secondary impacts, and the system must pass accelerated endurance testing to simulate actual use shock loading conditions. All contractors must respond with "YES" to each specification section or provide detailed explanations and available alternatives for any deviations.

| 1.0 | Basic Requirements: | |
| 1.1 | All wires passing through holes in metal or non-metal wearing surfaces, which could cause wear of the insulation, shall be adequately protected by rubber or plastic grommets, and/or non-metal conduit. Ends of all wires shall be adequately anchored to prevent loosening. All wiring shall be properly secured to the unit by proper wiring hangers. |
| 1.2 | Ends of all wires shall be adequately anchored to prevent loosening |
| 1.3 | All electrical connections shall be soldered and enclosed in heat shrink or in water tight junction blocks |
| 1.4 | Scotch locks and wire nuts are not acceptable |
| 1.5 | Unit number will be provided and shall be welded to the unit in 2 inch high numbers or welded or stamped to a plate and bolted to the unit |
| 1.6 | Truck mounted system shall be designed for installation at the back of a truck with a gross vehicle weight (GVW) of 37,000 pounds and attached to the vehicle undersides with a quick attachment |
| 1.7 | Hitch assembly shall in no way hinder the operation of an underbody plow blade in its operation of raise and lower or traverse from right to left. |
| 1.8 | Attenuator shall consist of the following basic components: |
| a | Dual cartridge system |
| b | Support structure |
| c | An under-ride design for attaching the system to the truck |
| d | Hydraulic system to raise and lower the unit |
| 1.9 | Both cartridges shall also be included in the system to raise the frame assembly and cartridge to a vertical position |
| 2.0 | When frame is in horizontal position the frame assembly shall be capable of collapsing when impacted by an errant vehicle |
| 2.1 | Total weight of system shall be approximately 1,795 pounds |
| 2.2 | Attenuator shall be designed to make attachment or detachment from the truck simple and fast with the major components listed above remaining together when detached from the support vehicle |
| 2.3 | Attenuator shall have a standard trailer lighting system compliant with FMVSS 108 standards, wired for turn signals independent of stop lights |
| 2.4 | Lighting system shall include brake, tail, ICC bar, and turn signals that are LED type |
