About this file

This is a specification document for RFP Department 591, No. 220000001069, issued by what appears to be a state transportation department, specifically for a Truck Mounted Attenuator with Replaceable Cartridge meeting NCHRP 350 TL3 standards. The attenuator is a truck-mounted impact absorption system designed to protect work zones and reduce secondary collision impacts. The specification requires contractors to provide one complete system weighing approximately 1,795 pounds, featuring a bi-folding articulating frame assembly, dual cartridge system, hydraulic raise/lower mechanism, LED lighting compliant with FMVSS 108 standards, and four hand crank jacks with swivel casters. The unit must be capable of quick attachment and detachment from vehicles with a 37,000-pound gross vehicle weight rating, include a black and yellow chevron warning pattern, synchronized strobe lights with specific flash patterns, and hydraulic locking with mechanical backup systems. All components must be new, in current production, and include standard features.

The specification establishes rigorous performance and safety requirements, mandating that the attenuator pass all tests under NCHRP 350 TL 3-50 through TL 3-54 standards when mounted on trucks weighing up to 9,000 kilograms with automatic transmissions in neutral and parking brakes engaged. All welding must be performed by certified welders with metalwork manufactured in America, and all exposed metal shall be primed and painted black unless galvanized. The hydraulic system, including pump and hoses, must be factory-assembled and mounted to the attenuator, capable of tilting the frame assembly to a 90-degree position with hydraulic locking and mechanical backup mechanisms. The design must minimize damage to the shadow truck, ensure energy-absorbing elements do not protrude forward of the underride during impact, and limit vehicle rebound to no more than 5 percent of incoming velocity. Contractors must explicitly respond with "YES" to each specification section or provide detailed explanations for any deviations and available alternatives.

Brands or trade names are for identification purposes only and do not limit the Contractor to such brandsMake and Model
1.0Basic Requirements:
1.1All wires passing through holes in metal or non-metal wearing surfaces, which could cause wear of the insulation, shall be adequately protected by rubber or plastic grommets, and/or non-metal conduit. Ends of all wires shall be adequately anchored to prevent loosening. All wiring shall be properly secured to the unit by proper wiring hangers.
1.2Ends of all wires shall be adequately anchored to prevent loosening
1.3All electrical connections shall be soldered and enclosed in heat shrink or in water tight junction blocks
1.4Scotch locks and wire nuts are not acceptable
1.5Unit number will be provided and shall be welded to the unit in 2 inch high numbers or welded or stamped to a plate and bolted to the unit
1.6Truck mounted system shall be designed for installation at the back of a truck with a gross vehicle weight (GVW) of 37,000 pounds and attached to the vehicle undersides with a quick attachment
1.7Hitch assembly shall in no way hinder the operation of an underbody plow blade in its operation of raise and lower or traverse from right to left.
1.8Attenuator shall consist of the following basic components:
aBi-folding articulating frame assembly
bDual cartridge system
cSupport structure
dAn under-ride design for attaching the system to the truck
eHydraulic system to raise and lower the unit
1.9Both cartridges shall also be included in the system to raise the frame assembly and cartridge to a vertical position
2.0When frame is in horizontal position the frame assembly shall be capable of collapsing when impacted by an errant vehicle
2.1Total weight of system shall be approximately 1,795 pounds
2.2Attenuator shall be designed to make attachment or detachment from the truck simple and fast with the major components listed above remaining together when detached from the support vehicle
2.3Attenuator shall have a standard trailer lighting system compliant with FMVSS 108 standards, wired for turn signals independent of stop lights
2.4Lighting system shall include brake, tail, ICC bar, and turn signals that are LED type
2.5Wiring for the rear lights shall be routed and secured in the system frame
2.6Light connector shall be round 7 pin Berg type
2.7Light connector wired to MDOT specifications
2.8Lights shall be provided that are visible whether the system is in travel position or operating position
2.9Two (2) flush mount strobe lights which are synchronized shall be provided in the rear strike plate, lights shall be an amber/green LED combination light. Flash pattern is to be set to the following pattern, Amber - Quad fast flash, Green - Single slow flash. 4" round Whelen # 2EP00ZCRMDOT, Oval # 50AG2ZCRMDOT or equivalent
3.0Four (4) hand crank jacks with swivel casters shall be attached to the system to allow removal of the unit from the truck for storage
