About this opportunity
Multnomah, Clackamas, and Washington Counties are conducting a Request for Proposals Qualifications (RFPQ) to secure comprehensive Supportive Housing Services for individuals experiencing or at risk of homelessness across the tri-county metropolitan area. The procurement seeks qualified organizations to provide five primary service components: Outreach and Engagement, Shelter and Transitional Housing, Connections to Stable Housing, Supportive Housing Stabilization Services, and Wrap-Around Supports. Proposing organizations must submit separate proposals for each service component, adhering to specific page limits and addressing four key evaluation questions related to organizational mission, equity and inclusion, service delivery, and specific service components. The evaluation criteria allocate 75% of total points across four main areas: Organizational Mission and Capacity (25%), Equity and Inclusion (25%), Service Delivery (25%), and Service Components (25%), with organizations required to achieve a minimum 70% score in their applied service component. The solicitation was opened on February 14, 2025, with two optional pre-proposal virtual conferences scheduled for February 20th and 26th, and proposals are due by April 11, 2025, at 4:00 PM PDT. The Q&A board will remain open until April 1, 2025, at 4:00 PM, allowing potential suppliers to seek clarification on the procurement requirements.
The procurement explicitly prioritizes culturally specific organizations, community-based service providers, affordable housing operators, and behavioral health providers, with a strong emphasis on serving Black, Indigenous, Latino/a/e, Asian, Pacific Islander, immigrant, and refugee communities. Organizations must demonstrate cultural competency, community connections, and programmatic expertise in serving specific geographic areas and populations. Funding will be distributed using a formula of 21.3% to Clackamas County, 45.3% to Multnomah County, and 33.3% to Washington County, with an estimated $300 million available annually across the three counties. Qualified suppliers may be eligible to contract for up to seven years, beginning June 2025 and potentially lasting through July 2032, with 75% of investments dedicated to serving people with extremely low incomes and disabling conditions experiencing long-term homelessness, and 25% addressing short-term homelessness. The counties seek low-barrier, culturally responsive, and Housing First approach providers, with contractors required to participate in the Homeless Management Information System (HMIS) and adhere to specific reporting and monitoring requirements. Compensation will be determined on either a time and materials or fixed fee basis, with maximum compensation amounts specified in individual contracts.
