About this opportunity
The Arizona Game and Fish Department (AZGFD) issued a Request for Quote (BPM007069) to establish a contract for Pat-Trap trap machines or equivalent equipment, parts, and accessories on an as-needed basis. The procurement seeks to support the agency's current inventory of seventeen Pat-Trap SW Series machines, with the goal of acquiring new equipment and maintaining existing machines. AZGFD may award the contract to one or multiple suppliers or by line item, depending on what serves the State's best interests. Bidders must submit proposals electronically through the Arizona Procurement Portal by August 26, 2025, at 3:00 p.m. MST, with delivery locations including the AZGFD main office, Clay Target Center, and Ben Avery Main Range in Phoenix. The solicitation permits equivalent products that demonstrate equal quality, design, and performance to Pat-Trap equipment, provided bidders submit detailed technical information for evaluation. Offerors must provide catalog discounts for parts including brushes, speed rubber bands, relays, interrupters, solenoids, chains, throw arms, and cylinders, with delivery required within thirty days of order receipt.
The procurement is restricted to small businesses, defined as independently owned and operated entities with fewer than 100 full-time employees or gross receipts under $4 million in the last fiscal year, though non-small businesses will be considered if no qualified small business bids are received. The solicitation incorporates Buy America compliance requirements under the Infrastructure Investment and Jobs Act, federal whistleblower protections, and civil rights assurance provisions. Insurance requirements include Commercial General Liability with a $1,000,000 General Aggregate limit, Business Automobile Liability with a $500,000 Combined Single Limit, and Workers' Compensation coverage at statutory levels. The procurement is expected to be less than $100,000, with an estimated annual spend of $15,000. Ultimately, Elton Industries was awarded the contract on August 28, 2025, with a one-year term expiring on August 28, 2026, and potential extensions available through mutual written agreement for up to forty-eight months in twelve-month increments, plus a unilateral AZGFD option to extend for an additional thirty-one days.
