About this opportunity
The Washington State Department of Enterprise Services is issuing Competitive Solicitation No. 10225 for Traffic Data Analysis Services on a statewide basis available to all Washington state agencies, institutions of higher education, political subdivisions, federal agencies, nonprofit corporations receiving public funding, and federally recognized Indian tribes. The procurement seeks qualified contractors to collect, process, and analyze anonymized telematics data from wireless and GPS-enabled devices to support traffic safety and transportation planning decisions across five target jurisdictions: Franklin, Grant, Grays Harbor, Chelan, and Yakima Counties. Primary deliverables include data collection and processing of telematics information, analysis and reporting on driving risk behaviors and roadway safety factors, creation of custom dashboards and visualizations, comparative and historical analysis across geographic regions, and predictive modeling capabilities. The contract will operate under two pricing scenarios: Scenario 1 requires subscription and licensing-based annual pricing with access/maintenance/setup fees and per-user license fees, while Scenario 2 requires project-based reporting pricing for individual traffic analysis reports; bidders must submit pricing for at least one scenario but may submit for both. Evaluation will occur on a 1,050-point scale consisting of 300 points for non-cost factors (company experience with similar projects completed within three years, data analytics and visualization capabilities with sample reports and dashboards, and telematics dataset coverage across specified Washington counties), 700 points for cost factors with lowest total price receiving maximum points, and 50 points for Executive Order 18-03 compliance. Required submissions include Exhibit A (Bidder's Certification), Exhibit C (Bid Price), Exhibit D (Scored Non-Cost Factors response limited to three pages each for company experience and dataset coverage with one-page individual project scope statements), and conditionally Exhibit E (Subcontractor Inclusion Plan). The Pre-Bid Conference is scheduled for May 21, 2026, at 11:30 a.m. Pacific Time via Microsoft Teams, questions are due June 1, 2026, at 11:59 p.m. Pacific Time with answers anticipated by June 5, 2026, and bids must be submitted by June 15, 2026, at 11:59 p.m. Pacific Time to DESContractsTeamApple@des.wa.gov with a maximum file size of 30 megabytes. Apparent Successful Bidders will be announced on July 30, 2026, with contract awards anticipated on August 27, 2026.
The contract includes set-asides for Washington Small Businesses and Certified Veteran-Owned Businesses, with up to five Main Awards available for each scenario type to the highest-scoring responsive and responsible bidders, plus up to one Reserved Award per scenario type for the highest-scoring qualifying small or veteran-owned business that did not receive a Main Award. Bidders must meet comprehensive insurance requirements including commercial general liability ($2,000,000 per occurrence/$4,000,000 aggregate), professional liability/errors and omissions ($1,000,000 per occurrence/$2,000,000 aggregate), workers' compensation, employers' liability, and cyber risk liability ($1,000,000 per occurrence/$2,000,000 aggregate), and must comply with Washington state wage laws, pay equity requirements, Executive Order 18-03 worker's rights provisions, and various procurement ethics and civil rights requirements. Contractors must register in Washington's Electronic Business Solution (WEBS) and Statewide Payee Desk, maintain quarterly sales reports, remit a 1.5 percent vendor management fee on all contract sales within thirty days of invoice, and comply with data ownership, security, and backup requirements including a two-hour data recovery time objective and 24-hour recovery point objective. The base contract term is forty-eight months commencing in 2026 and ending in 2030, with a potential performance-based extension of up to twenty-four additional months if the contractor meets specified performance metrics.
