About this file
This is a Subcontractor Inclusion Plan exhibit for Competitive Solicitation No. 10225 – Traffic Data Analysis Services issued by the Washington State Department of Enterprise Services. The exhibit is mandatory for bidders who intend to utilize subcontractors to perform contract work, if awarded. Bidders planning to use subcontractors must complete the form and submit it to Enterprise Services as part of their bid package. The document does not specify response dates, due dates, site visits, or bidder conferences, as it functions as a supplementary exhibit to the main solicitation rather than a standalone solicitation document.
The Subcontractor Inclusion Plan requires bidders to identify anticipated subcontractor participation percentages and names across multiple categories, including OMWBE-certified minority-owned, woman-owned, combination-owned, minority woman-owned, and socially and economically disadvantaged businesses, as well as certified veteran-owned businesses and Washington small businesses. The participation goals are voluntary and aspirational, with no minimum participation required or preference granted during bid evaluation. Bidders must commit to genuine outreach efforts, education, mentorship, and process improvements to increase small, veteran, and diverse business participation. Awarded contractors who submit an Inclusion Plan must report their engagement efforts and progress during annual contract management meetings with Enterprise Services. The plan does not obligate bidders to use listed subcontractors and serves only as a framework for tracking participation efforts throughout contract performance.

SECTION 2: INFORMATION & INSTRUCTIONS
1. Bidders who, if awarded a Contract, intend to use subcontractors, must complete the Subcontractor Inclusion Plan in the form set forth above. Awarded bidders who do not submit an Inclusion Plan may be precluded from utilizing subcontractors to perform the Contract.
· Note: Subcontractor Inclusion Plan is NOT required if bidder, if awarded, does NOT intend to use subcontractors for this Contract.
2. As part of the Subcontractor Inclusion Plan, Bidder is encouraged to include an anticipated list of subcontractors who may assist Bidder in fulfilling bidder’s contractual obligations, if Bidder is awarded a Contract pursuant to this Competitive Solicitation.
· Note: Individuals and businesses included in the Subcontractor Inclusion Plan are listed as examples of subcontractors that Bidder may use as subcontractors. Bidder’s Subcontractor Inclusion Plan does NOT obligate Bidder to utilize such individuals and businesses in performing the Contract, if awarded. If awarded, the Subcontractor Inclusion Plan will be incorporated into the resulting Contract and Bidder will report performance and progress to Enterprise Services as set forth in the Contract and in annual contract management meetings.
3. The small/veteran/diverse business goals set forth herein are voluntary. No preference will be included in the evaluation of bids based on the Subcontractor Inclusion Plan. No minimum level of small/veteran/diverse business participation is required as a condition for receiving a Contract award.
4. If Bidder is awarded a Contract and if Bidder has provided a Subcontractor Inclusion Plan, as part of any required annual contract management meeting with Enterprise Services during the term of the Contract, Bidder must describe its efforts in engaging and reducing any barriers to participation by small/veteran/diverse businesses, including outreach, education/mentorship, and process changes designed to increase small/veteran/diverse business participation.
