About this file
This is an evaluation exhibit for a competitive solicitation issued by the Washington State Department of Enterprise Services for Traffic Data Analysis Services. The solicitation seeks qualified bidders to provide traffic data analysis services utilizing telematics data to support state decision-making. Bidders must submit comprehensive written responses addressing three main performance requirements: company experience with similar projects completed in the last three years, data analytics and visualization capabilities with examples of final reports and dashboards, and dataset coverage demonstrating access to telematics data across specified Washington State counties including King, Pierce, Snohomish, Spokane, Clark, and Thurston. Written responses are subject to specific page limits, with company experience and dataset coverage responses limited to three pages each, and individual project scope statements not to exceed one page. All responses must be submitted in Microsoft Word format without modifications to the document formatting, and bidders must avoid external links, embedded documents, or materials beyond the specified format requirements.
The evaluation of non-cost factors is based on a scoring rubric assessing whether bidder responses provide excellent (100%), significant (70%), sufficient (30%), or minimum acceptable value (0%), with the minimum acceptable standard being mandatory for bid responsiveness and further consideration. Bidders must demonstrate substantial telematics data coverage and describe how data is collected or accessed, including specific applications or third-party provider details, along with analytical approaches employed such as statistical methods, machine learning, or artificial intelligence. Bidders are required to identify any known or potential data limitations and biases, provide at least 12 months of Washington State telematics source coverage metrics, and acknowledge that their proposed commitments will be incorporated into the awarded contract. Enterprise Services reserves the right to request clarification within five business days, with failure to respond resulting in bid disqualification, and may waive informalities at its discretion.

· When specified, the total page limit for written responses must not exceed three (3) pages in length. Any text exceeding this limit will be deleted prior to forwarding the submittals to the evaluation team.
· When specified, screenshot examples must be submitted in Word or PDF format.
· Each written response must be complete and will be evaluated as written. Additional materials such as links to external content or embedded documents are not allowed and will not be evaluated.
3. Submit the exhibit as a Microsoft Word document without modifying the formatting. If you need to print out this document for any reason, please note this document is sized Legal 8.5” x 14”.
Important Note: Bidders must follow the instructions above as they complete this exhibit, or the bid will be deemed nonresponsive and rejected. Enterprise Services may, at its discretion, waive informalities and/or request clarification of a bid response, as described in the solicitation Section 4 – Bid Evaluation of the Competitive Solicitation.
· An informality is an immaterial variation from the exact requirements, which has no effect, or a negligible effect, on the good or services being solicited. Enterprise Services, at its discretion, may waive informalities.
· If clarification is requested, Enterprise Services will do so in writing. The request will include a response deadline (5 business days), and the bidder’s response to clarification requests must be received by that deadline, or the bid will be deemed nonresponsive.
