About this file

This is a bid pricing exhibit for a competitive solicitation issued by the Washington State Department of Enterprise Services for Traffic Data Analysis Services. The solicitation seeks pricing for traffic data analysis services across three geographic areas: Adams County (21,700 population, 1,850 road miles, 15,000 licensed drivers), City of Seattle (800,000 population, 4,000 road miles, 500,000 licensed drivers), and Washington State (8,000,000 population, 166,000 road miles, 6,000,000 licensed drivers). Bidders must submit pricing for at least one of two scenarios but may submit for both. The document does not specify response dates, due dates, site visits, bidders conferences, award dates, or contract terms.

Bidders must provide fixed, all-inclusive pricing that covers all labor, data access, computing resources, analysis, and reporting. Scenario 1 requires subscription and licensing-based annual pricing per purchaser with access/maintenance/setup fees and per-user license fees. Scenario 2 requires project-based reporting pricing for individual traffic analysis reports. All submitted pricing will be converted to an average total cost for scoring purposes. Bidders must include all cost elements in their pricing, including salary, payroll taxes, insurance, benefits, administrative overhead, and profit. Optional Services may be offered separately, including additional key personnel at not-to-exceed hourly rates and additional resources, though these will not be evaluated as part of the primary bid and may only be considered if the bidder has submitted pricing for at least one primary scenario. Any sections left blank, marked "N/A," or omitted may be deemed non-responsive. Bidders deemed non-responsive for failure to follow instructions will be disqualified from evaluation.
