About this opportunity

The Tennessee Department of Environment and Conservation is requesting bids for Tennessee Conservationist magazine printing services under ITB 32701-13940, with written questions due June 25, 2026 at 2:00 PM CST and proposal responses due July 10, 2026. The contract is effective July 13, 2026.

The scope is professional magazine printing services including color printing, binding, finishing, and distribution-ready production to TNC's design and editorial specifications. Bidders must meet detailed technical specifications for paper stock, trim size, page configuration, color separation standards, ink coverage limits, binding durability, and quality control benchmarks. Samples of the May/June 2026 issue must be provided at no cost to the State and clearly labeled according to specifications.

The total maximum liability for this contract is expected to exceed $400,000. The contract runs for an initial 24-month term with three optional 12-month renewal periods, for a total potential term not to exceed 60 months. Award will be made to the lowest-cost respondent whose response meets all requirements and criteria. Respondent prices shall remain firm for 730 days from contract execution; price adjustments after that period require supporting documentation and State approval.

All respondents must be registered with the Tennessee Supplier Portal prior to contract issuance and must comply with Tennessee Department of Revenue registration, debarment and suspension certifications, and proof of workers' compensation insurance. The State is exempt from sales and use taxes, which shall not be included in pricing. The State reserves the right to conduct site visits, clarifications, and negotiations with apparently responsive and responsible respondents, and to reject any or all responses or cancel the solicitation without revealing individual respondent pricing. Contractor compensation is contingent upon submission of proper invoices within 30 days of delivery or services completion, along with required W-9 and automatic deposit authorization forms.

A technical issue with the May/June 2026 issue PDF file has exceeded Edison system file-size limitations; interested bidders should contact Sydney Loomans, Sourcing Account Specialist, at Sydney.Loomans@tn.gov or 615-253-7266 to request access via email link.
