About this file
This is Amendment #1 to Invitation to Bid (ITB) #32701-13940 issued by the Tennessee Department of Environment and Conservation for Tennessee Conservationist magazine printing services. The amendment updates the ITB schedule of events and clarifies specifications for two line items. The event posting date was June 17, 2026, with questions and comments due by 2:00 PM CT on June 25, 2026, and bids due by 2:00 PM CT on July 10, 2026. The contract covers printing services for the magazine with a potential term of up to five years, consisting of six issues per year for a total possible 30 issues throughout the contract term. Line item #6 specifies an exterior wrapper printed on 80# Sustana Enviro Print 100% FSC recycled stock with 4/4 color printing and full bleed, with an average of 7,500 copies per issue. Line item #7 involves binding with a pre-printed subscription card, also based on 7,500 copies per issue. The amendment clarifies that pricing for both line items should be submitted on a per-issue basis rather than per-thousand-quantity basis.
The amendment confirms that the State's maximum liability for this contract is expected to exceed $400,000, with respondent prices remaining firm for 730 days from contract execution. All bidders must be registered with the Tennessee Supplier Portal prior to contract issuance and must comply with Tennessee Department of Revenue registration, debarment and suspension certifications, and provide proof of workers' compensation insurance. The State is exempt from sales and use taxes, which shall not be included in contractor pricing. Contractor compensation is contingent upon submission of proper invoices within 30 days of delivery or service completion, along with required W-9 and automatic deposit authorization forms. Award will be made to the lowest-cost respondent whose response meets all requirements and criteria.
