About this opportunity

Tennessee's Department of Tourist Development is requesting proposals for development, production, and revenue-generating advertising sales services for a Tennessee Vacation Guide under RFP 32601-26002, with proposals due September 11, 2026 at 2:00 p.m. Central Time. The guide is structured as a self-sustaining publication with no state funding; the contractor retains advertising revenue after paying a percentage to the state.

The scope requires production of 500,000 printed annual copies, 180 to 220 pages plus cover and map, maintaining approximately 35% advertising and 65% editorial content, paired with an ADA-compliant digital version. The contractor must employ a minimum of two full-time Tennessee-based sales representatives with tourism industry knowledge and manage all advertising revenue collection and reporting. Production schedules for each annual edition must be detailed and submitted for approval.

The revenue proposal is weighted heavily in evaluation: the contractor specifies the percentage of gross advertising revenue to be remitted to the state across three revenue categories — general advertising, other advertising, and advertising signs. The previous contract term generated approximately $300,000 in average annual gross revenue to the state, providing a baseline for evaluation. The contractor must maintain required insurance coverage and comply with all state and federal nondiscrimination and accessibility requirements.

Evaluation criteria weight technical qualifications and approach at 40 points, revenue proposals at 30 points, general qualifications and experience at 15 points, and oral presentations at 15 points. Written questions are due August 13, 2026. A pre-response conference is scheduled August 7, 2026. Oral presentations are scheduled October 20–21, 2026, with anticipated Notice of Intent to Award November 9, 2026 and contract signature by November 20, 2026. Contract period and renewal terms are specified in the Pro Forma Contract (Attachment 6.6).
