About this opportunity
The New Hampshire Department of Health and Human Services, Division of Children, Youth and Families is requesting proposals for facilitation services for the Roadmap to Reunification Process, with responses due July 22, 2026 at 12:00 PM and a Letter of Intent deadline of June 30, 2026 (optional). The Department anticipates awarding one contract and will fund the work using federal money from the MaryLee Allen Promoting Safe and Stable Families Program (93.556), the Stephanie Tubbs Jones Child Welfare Services Program (93.645), and Temporary Assistance to Needy Families Match (93.558).
The scope is statewide facilitation services engaging reunification teams—parents, caregivers, age-appropriate children and youth, and supportive individuals—in solution-focused planning for safety, permanency, and well-being of children in out-of-home care. Core deliverables include comfort calls within twenty-four hours of referral, Ice Breaker meetings within ten days of removal, weekly or bi-weekly follow-up meetings for the first four months, and discharge preparation at the four-month mark. The contractor must achieve full operational capacity within thirty days of the effective date and maintain statewide availability Monday through Friday, 8:30 AM to 4:30 PM, plus twenty-four-hour weekend and holiday comfort-call availability. The contractor must employ a minimum of nine full-time Roadmap to Reunification specialists, three full-time master's-level clinicians, one full-time supervisor, and one full-time assistant supervisor, each working forty hours weekly. All staff require a minimum of two years' child welfare experience, valid driver's licenses, and liability insurance. The contractor must comply with HIPAA, maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate, and submit monthly performance reports tracking Ice Breaker meetings, family demographics, and performance metrics with targets of eighty percent compliance on comfort calls and Ice Breaker meeting timeframes and ninety percent of cases reflecting increased parenting time within four months.
The contract term runs September 2026 through June 30, 2028, with the Department retaining the option to extend contracted services for up to four additional years. Vendor questions are due July 1, 2026 at 12:00 PM; the Department will respond by July 15. Evaluation uses a 1,000-point scale: 700 points for technical response (Ability: 250 points, Experience/Knowledge: 300 points, Capacity: 150 points) and 300 points for cost proposal (Vendor Cost: 250 points, Budget Narrative: 50 points). Vendors must achieve a minimum of 400 points during preliminary technical scoring to have cost proposals opened. This is not a low-cost award. Payment is monthly based on approved budgets submitted upon award notification.
