About this file
This is an addendum to a Request for Proposals issued by the New Hampshire Department of Health and Human Services, Division of Children, Youth and Families, soliciting facilitation services for the Roadmap to Reunification Process. The addendum, published subsequent to the June 24th initial RFP release, modifies the technical proposal scoring criteria and refines service delivery requirements. Vendor responses are due July 22, 2026, at 12:00 PM, with an optional Letter of Intent deadline of June 30, 2026, and vendor questions due July 1, 2026. The Department anticipates awarding one contract with a term running from September 2026 through June 30, 2028, with an option to extend for up to four additional years. The contractor must achieve full operational capacity within thirty days of the effective date and maintain statewide availability Monday through Friday from 8:30 AM to 4:30 PM, plus twenty-four-hour weekend and holiday comfort-call availability.
The modified scoring structure allocates 250 points for vendor ability to perform the scope of services, 300 points for experience and knowledge, and 150 points for staffing plan capacity, with vendors required to achieve a minimum of 400 points during preliminary technical scoring to have cost proposals evaluated. The contractor must employ a minimum of nine full-time Roadmap to Reunification specialists, three full-time master's-level clinicians, one full-time supervisor, and one full-time assistant supervisor, each with a minimum of two years' child welfare experience. The addendum specifies that contractors must schedule and facilitate Roadmap meetings while providing in-depth explanations of available services and engaging in judgment-free conversations regarding service levels families can manage. The Department will fund the contract using federal money from the MaryLee Allen Promoting Safe and Stable Families Program (93.556), the Stephanie Tubbs Jones Child Welfare Services Program (93.645), and Temporary Assistance to Needy Families Match (93.558), with monthly payments based on approved budgets submitted upon award notification. The contractor must maintain commercial general liability insurance of not less than $1 million per occurrence and $2 million aggregate and comply with HIPAA requirements.
