About this opportunity

Dallas Independent School District (Dallas ISD) is seeking Temporary Labor Services for Food and Child Nutrition Services through a Request for Proposal (RFP) numbered AJ-208251. The procurement is district-wide and will operate on an "as-needed" basis, focusing on securing temporary labor resources for food service and child nutrition operations. The contract will be awarded for an initial one-year term with potential for two successive one-year extensions, not to exceed a total of three years. Proposals are due by October 16, 2025, with the solicitation being conducted in accordance with Title 2 of the Code of Federal Regulations (2CFR) Part 200, United States Department of Agriculture (USDA), and Texas Department of Agriculture (TDA) requirements. Vendors will be evaluated using a comprehensive "best value" approach that considers factors including purchase price, vendor reputation, service quality, district needs, past relationships, and potential impact on district objectives. The evaluation will utilize a reference check template where references can provide performance ratings on a 10-point scale, and vendors must complete additional documentation such as the Certificate of Interested Parties (Form 1295) and a Conflict of Interest Questionnaire.

The solicitation encourages participation from all vendors, including sole source providers, and can be utilized with local, state, federal, and grant-funded programs. Dallas ISD has established an aspirational Small Business goal of 30% for goods and services, with a strong emphasis on Minority and Women-Owned Business Enterprise (M/WBE) participation. Vendors can earn up to 20 points through demonstrating M/WBE engagement, with recognition for diverse business certifications from agencies like North Central Texas Regional Certification Agency and the State of Texas' Historically Underutilized Business (HUB) program. While specific award values are not explicitly stated, the district reserves the right to award contracts to one or multiple vendors based on comprehensive evaluation criteria. Vendors must comply with detailed terms and conditions, including mandatory insurance requirements, criminal background check provisions for personnel working on district property, and specific guidelines for vendor conduct. The procurement process is designed to be transparent and competitive, with electronic submissions through the Bonfire portal strongly preferred and comprehensive documentation requirements to ensure vendor qualifications and legal compliance.
