About this opportunity

Broward County is seeking a temporary staffing contract for kitchen personnel through an open-end solicitation designated as GEN2130821B1, targeting the Broward Addiction Recovery Center (BARC) and potentially other county agencies. The procurement involves recruiting and providing temporary kitchen staff with specific job qualifications and responsibilities as detailed in the attached job descriptions. Vendors must submit electronic responses through the BPRO platform by September 24, 2025, with questions accepted through an established inquiry period prior to the submission deadline. The solicitation requires vendors to comply with specific county licensing requirements, living wage standards, and comprehensive insurance provisions. Potential vendors must carefully review all attached specifications, including detailed job descriptions, client confidentiality agreements, and business associate requirements, which outline the precise expectations for temporary personnel.

The contract opportunity includes several set-aside and procurement preference provisions specifically designed to support small and local businesses. Vendors must complete various mandatory certifications, including the Domestic Partnership Act Certification, Anti-Human Trafficking Affidavit, and OESBD Ownership Disclosure. The county provides procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), which may provide competitive advantages to qualifying local businesses. While specific budget ranges are not explicitly stated, the open-end contract structure suggests flexibility in potential contract value based on actual staffing needs. Vendors must also demonstrate compliance with security requirements, living wage ordinances, and provide comprehensive documentation of their business history, including litigation records. The solicitation emphasizes a holistic approach to vendor selection that goes beyond mere pricing, considering factors such as local economic impact, business ethics, and organizational capabilities.
