About this opportunity

The City of Tucson is issuing a Request for Proposal for Temporary Employment and Staffing Services to support operational needs across multiple City departments through short-term, project-based, seasonal, and as-needed personnel placements. The solicitation encompasses three primary service categories: General Clerical and Administrative Staffing, Information Technology (IT) Staffing, and Finance and Business Services Staffing, with offerors permitted to respond to all groups or select specific categories based on their qualifications and capacity. Offerors are encouraged to propose additional service groups for use by participating Axia Cooperative purchasing program agencies nationwide, including states, counties, cities, towns, colleges, universities, public school districts, charter schools, religious organizations, and non-profit organizations. The City intends to award contracts to multiple vendors to ensure adequate coverage and flexibility, with using departments retaining discretion to request services from any awarded vendor based on availability and departmental needs. A non-mandatory pre-submittal meeting is scheduled for April 28, 2026, at 9:00 a.m. via Microsoft Teams, with a question submission deadline of May 1, 2026, at 8:00 a.m., and proposals due electronically by May 22, 2026, at 2:00 p.m. Arizona time. The contract term is one year from award with the City retaining options to extend for up to four additional one-year periods. Evaluation is conducted in three phases: Phase 1 mandatory qualifications screening requiring offerors to pass at least five of seven qualification questions to advance; Phase 2 evaluation of Qualifications and Experience and Method of Approach; and Phase 3 evaluation of Price Proposals, with pricing based on markup percentages applied to the contractor's direct hourly wage rates and evaluated for reasonableness.

The procurement includes extensive federal compliance requirements applicable when participating agencies expend federal funds, including adherence to American Rescue Plan Act (ARPA) requirements, HUD Section 3 compliance mandating 25 percent or more of all labor hours be performed by Section 3 workers with an additional 5 percent performed by Targeted Section 3 workers, Federal Transit Administration (FTA) requirements, and Disadvantaged Business Enterprise (DBE) participation requirements under 49 CFR Part 26. Contractors must comply with the Affordable Care Act by offering affordable health insurance coverage to employees, with the City providing premium differentials for insured employees. Required qualifications include maintenance of commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial automobile liability coverage of $1,000,000 combined single limit, and workers' compensation coverage at statutory levels. Contractors must submit monthly detailed reporting with employee and billing data, complete temporary employee retiree disclosure forms for all placements, and comply with domestic preference requirements for goods and products produced in the United States to the greatest extent practicable. No incumbent vendors or existing contractors are identified in the solicitation materials. The estimated annual nationwide purchase volume for this contract category is $25,000,000, with an expected administrative fee of 2 percent of total net sales paid by suppliers to Axia Cooperative; however, the City makes no guarantee regarding the volume, duration, or frequency of services to be requested under any resulting contract.
