About this file

Summary

This is a Request for Proposal (RFP) issued by the City of Tucson, Arizona, in partnership with the Axia Cooperative purchasing program, for Temporary Employment and Staffing Services to support operational needs across multiple City departments. The solicitation encompasses three primary service categories: General Clerical and Administrative Staffing, Information Technology (IT) Staffing, and Finance and Business Services Staffing, with offerors permitted to respond to all groups or select categories based on qualifications. Offerors are encouraged to propose additional service groups for use by participating Axia Cooperative agencies. The City intends to award contracts to multiple vendors to ensure adequate coverage and flexibility, with using departments selecting vendors based on availability and need. A non-mandatory pre-submittal meeting is scheduled for April 28, 2026, at 9:00 a.m. via Microsoft Teams. The question submission deadline is May 1, 2026, at 8:00 a.m., and proposals must be submitted electronically through the City's online bidding system by May 22, 2026, at 2:00 p.m. local Arizona time. The contract term is one year from award, with the City retaining the option to extend for up to four additional one-year periods. The City makes no guarantee regarding volume, duration, or frequency of service requests under any resulting contract.

Pricing is based on markup percentages applied to the Contractor's direct hourly wage rates for temporary employees, with markups required to be all-inclusive of direct and indirect costs such as labor, overhead, materials, printing, travel, mileage, and postage. Contractors must complete all pricing fields and may utilize different markups for position categories (entry level, senior level, principal level, executive level) and based on health insurance enrollment status. The City will evaluate pricing reasonableness and may eliminate the highest price proposals to maintain a manageable number of competitive offerors. Evaluation criteria are weighted in order of importance: Qualifications and Experience (Phase 2), Method of Approach (Phase 2), and Price Proposal (Phase 3). Phase 1 screening includes a mandatory qualifications review and optional price reasonableness analysis, with offerors required to pass at least five of seven qualification questions to advance. The estimated annual nationwide volume for purchases through this contract category is $25,000,000. Contractors must comply with the Affordable Care Act by offering affordable health insurance coverage to employees, with the City paying a higher fee for employees enrolled in the Contractor's health insurance plan. Comprehensive reporting requirements include monthly submissions with detailed employee and billing data, and failure to meet reporting requirements may result in contract non-award or termination. The City requires contractors to maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 general aggregate, commercial automobile liability coverage of $1,000,000 combined single limit, and workers' compensation coverage at statutory levels.
