About this opportunity
The State of New Jersey Department of Environmental Protection's New Jersey Fish and Wildlife Bureau of Land Management is soliciting quotes for custom farm services for field operations across Wildlife Management Areas throughout the state under Bid Solicitation #26DPP01281 (T2931). The procurement encompasses 102 price lines organized into three regional groups (Northern, Central, and Southern) covering five service categories: reclamation operations (side-arm mowing, commercial grade mowing, tree and shrub removal, root raking, and subsoiling); soil preparation operations (plowing, discing, lime application, and landscape raking); planting operations (seeding, fertilizer application, cultipacking, cultivating, and manure spreading); haying operations (baling and flail chopping); and herbicide operations (boom sprayer, aquatic vehicle-mounted, aerial vehicle-mounted, spot treatment, backpack sprayer, blanket wiper, and hand tool applications). Bidders must submit firm, fixed pricing for all price lines within a selected regional group, with unit pricing varying by service type and measured in days (at eight hours per day), acres, or bales, and all costs must be all-inclusive of labor, materials, overhead, and equipment, with the exception that NJFW will provide seeds. Qualified bidders performing herbicide operations must possess a Pesticide Applicator Business license issued by NJDEP, and all contractors and subcontractors must maintain valid Public Works Contractor Registration certificates and comply with New Jersey State Prevailing Wage Act requirements. The optional pre-quote conference is scheduled for March 5, 2026, at 11:00 AM; written questions and answers must be submitted electronically through NJSTART by 2:00 p.m. on March 12, 2026; and quotes are due by 2:00 p.m. on April 29, 2026. Award will be made on a competitive basis with one contract per regional group, with evaluation criteria based on technical capability and pricing, with the State reserving the right to negotiate with one or multiple bidders within a competitive range or request best and final offers.
No small business, woman-owned, minority-owned, veteran-owned, or disabled veteran-owned business set-asides apply to this procurement, and no incumbent contractor information has been provided. Bidders must comply with all New Jersey state laws and federal regulations, including business registration, ownership disclosure, anti-discrimination and affirmative action requirements, and cybersecurity incident reporting obligations as outlined in the State's Combined Standard Terms and Conditions. The contract will be awarded for a three-year base term with optional extensions of up to two additional years (not to exceed one year per extension) by mutual written consent at the same terms, conditions, and pricing or rates more favorable to the State. All contract costs will be paid through electronic funds transfer, and contractors must submit quarterly sales reports and remit a one percent Procurement Efficiency Program fee to Periscope. Bidders must demonstrate relevant experience through prior contracts of similar size and scope and disclose any contracts terminated for cause within the five-year period prior to submission. The estimated contract amount is not specified and should not be construed as either a maximum or minimum obligation; however, pricing structure accommodates annual adjustments across the three-year contract term.
