About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, on behalf of the New Jersey Department of Labor and Workforce Development, is soliciting quotes under Bid Solicitation 27DPP01356 (T3151) for a web-enabled, COTS software-as-a-service workforce development case management solution to replace the America's One-Stop Operating System (AOSOS), with an optional pre-quote conference on November 16, 2026 at 1:30 p.m. ET. The solicitation includes subcontracting set-aside provisions for New Jersey Small Business Enterprises and/or Disabled Veteran-Owned Businesses, requiring bidders to make good-faith efforts to solicit and hire eligible subcontractors and document those efforts.

Bidders must demonstrate experience implementing configurable COTS SaaS solutions in states comparable to New Jersey's population, knowledge of WIOA, Wagner-Peyser, TAA, RESEA, and SNAP E&T requirements, and references for all similar-sized contracts. Required security documentation includes a third-party information security questionnaire, SOC 2 Type II reports, and FedRAMP or StateRAMP authorizations, and the New Jersey Cybersecurity and Communications Integration Cell will assign a risk rating before award. State data must reside strictly within the United States. The system must integrate with LOOPS, SAGE/IGX, FAMIS/GAAS, SWIS, NJ WAGES, WDPP, ETPL, WOTC, and federal PIRL reporting, with prospective connections to Salesforce, RAPIDS, and other systems as NJDOL defines them. No API or data exchange may be established without prior written NJDOL approval. Requirements also cover Section 508 accessibility and HIPAA, serving 24 One-Stop Career Centers and over 100,000 stakeholders annually.

The award is single and carries a one-year implementation timeline. Pricing comprises one-time deliverables (Price Lines 1–18), training and implementation support (Lines 19–24), annual recurring costs for years 2 through 7 (Lines 25–26), and hourly labor rates for post-award enhancements (Lines 27–33). All pricing must be all-inclusive and firm-fixed, and bidders must complete every price line without altering the State-supplied price sheet. Quotes may not include added assumptions or fees, and omissions or modifications render a submission non-responsive. Contract term and extensions are subject to mutual agreement after award. Payment follows the New Jersey Prompt Payment Act's 60-day requirement.

Questions close November 23, 2026 at 2:00 p.m. ET, and quotes are due February 4, 2027 at 2:00 p.m. ET, submitted exclusively through NJSTART.
