About this opportunity

The New Jersey Department of the Treasury, Division of Purchase and Property, is requesting quotes on behalf of the New Jersey Department of Human Services for operation and maintenance of wastewater and potable water treatment plants at the New Lisbon Developmental Center in Woodland, with quotes due December 11, 2026 at 2:00 p.m., a mandatory site visit on October 28, 2026 at 10:00 a.m., and a pre-quote conference on October 26, 2026 at 10:00 a.m. This is a re-procurement of an expiring contract.

The scope encompasses comprehensive operation and maintenance of one wastewater treatment plant (serving 200,000 gallons per day maximum flow through surface impoundments and a 35.3-acre spray field) and two potable water treatment plants, including all labor, materials, chemicals, equipment, and incidental services for daily operations and regulatory compliance. The wastewater facility is subject to an NJPDES permit (NJ0070955) expiring January 31, 2027, with discharge limitations and monitoring requirements for fecal coliform, ammonia nitrogen, nitrate nitrogen, and per- and polyfluoroalkyl substances (PFOA, PFOS, PFNA). Bidders must hold current New Jersey public works contractor registration and provide licensed operators: C-1 for public wastewater collection, W-2 for public water distribution, T-2 for public water treatment, and S-2 for public wastewater treatment. All operator license costs are the contractor's responsibility.

Pricing covers twelve line items: wastewater treatment monthly operations, spray field maintenance, emergency repairs, special projects, potable water treatment monthly operations, emergency repairs, special projects, and pass-through reimbursement for equipment replacement (exceeding $250), permits, and laboratory services. Markup on special projects and repairs is capped at 15 percent over invoice. Bidders must price all twelve lines to be eligible; the State reserves the right to separately procure individual requirements during the contract term. A small business set-aside applies to subcontracting only. Questions are due November 20, 2026 at 2:00 p.m. All quotes must be submitted through NJSTART without special characters in filenames and must remain firm through contract issuance. Standard New Jersey contractual terms apply, including commercial general liability insurance of $1 million per occurrence and payment within 60 days of receipt and acceptance.
