About this file
This is Bid Amendment #1 issued by the State of New Jersey Department of the Treasury, Division of Purchase and Property, in response to inquiries regarding Bid Solicitation #26DPP01281 (T2931) for Custom Farm Services for Field Operations under the Department of Environmental Protection. The amendment addresses critical procedural and submission requirements for the procurement, which encompasses 102 price lines organized into three regional groups (Northern, Central, and Southern) covering reclamation operations, soil preparation, planting, haying, and herbicide application services. Quotes must be submitted electronically through NJSTART by April 29, 2026, at 2:00 p.m. Eastern Time. Bidders must bid on all price lines within each selected regional group to be deemed responsive, with the exception of net lines 34, 68, and 102 reserved for agency use. The contract award will be made on a competitive basis, with one contract per regional group, for a three-year base term with optional extensions.
The amendment clarifies critical submission requirements that directly impact bidder responsiveness. Bidders must provide a dollar amount for every price line within a selected group; submitting "No Bid" on any required price line renders the entire quote non-responsive for that group, while "No Charge" may be used only if services are provided free of charge. All quotes must be submitted electronically via NJSTART; hardcopy submissions are not permitted. Bidders are advised to review submitted quotes prior to the deadline using NJSTART's review functionality to ensure all required documents are completed and attached, as quotes are frequently rejected due to missing or blank required forms. The amendment also provides technical guidance for PDF access issues, recommending Microsoft Edge for viewing forms that may not open properly in Chrome or Firefox browsers.

Section 3.37
State-Supplied Price Sheet Instructions Q. In this Bid Solicitation, do we need to bid on all Price Lines/ Operations (Hay Operations, Soil Preparation etc.) contained within a region (Group) to be deemed responsive? In the past we could just bid on treatment related sections and not include the Hay Operations, Soil Preparations, etc.
A. Yes, Bidders must bid on all Price Lines contained within a region (Group) to be deemed responsive and eligible for Contract award, with the exception of Price Lines 34, 68, and 102, which are net lines reserved for agency use only.
To be considered responsive for Group 1: Northern Region – Bidders must bid on Price Lines 1 – 33.
To be considered responsive for Group 2: Central Region – Bidders must bid on Price Lines 35 – 67.
To be considered responsive for Group 3: Southern Region – Bidders must bid on Price Lines 69 – 101.
Additionally, Section 3.37, State-Supplied Price Sheet Instructions, of the Bid Solicitation states, in part:
“Bidders must bid on all price lines within the Group (with the exception of Price Lines 34, 68, and 102) to be considered responsive for that Group. (Example: To be consider responsive for Group 1: Northern Region – Bidders must bid on Price Lines 1 – 33). If a Bidder does not bid on all price lines within a Group, its Quote will be considered non-responsive for that Group only…To be considered responsive, Bidders must follow the instruction on the State-Supplied Price Sheet. Failure to do so may result in rejection of its Quote.”

Section 3.37
State-Supplied Price Sheet Instructions Q. If we bid on a section, can we put “no bid” on a line item if we aren't interested in that specific work or does it have to have an actual dollar amount on that line to be considered?
A. No, Bidders shall not input “No Bid” on any Price Line within a Group (Group 1: Northern Region (Price Line 1-33), Group 2: Central Region (Price Line 35-67), Group 3: Southern Region (Price Line 69-101))
Every Price Line, with the exception of Price Lines 34, 68, and 102, must have a dollar amount unless the Bidder is supplying an item/service free of charge, in which the Bidder would indicate “No Charge” for the Price Line on the State-Supplied Price Sheet, in accordance with Section 3.37.3, Use of “NO BID” Versus “NO CHARGE” On The State-Supplied Price Sheet, of the Bid Solicitation states, in part:
“Bidders are cautioned that submitting “No Bid” for a required price line or group will result in the Quote being deemed non-responsive for the required price line or group. If the Bidder will supply an item on a price line free of charge, the Bidder must indicate “No Charge” on the State-Supplied Price Sheet accompanying this Bid Solicitation”.
Additionally, please see the response to Question #5.

Section 3.37.3
Use of “NO BID” Versus “NO CHARGE” On The State-Supplied Price Sheet Q. If I indicate "No Bid" for a Price Line, does it deem the overall Quote non-responsive, or does it only mean that I do not wish to bid on that specific Price Line item while the rest of the Price Lines item will still be evaluated?
A. Yes, if a Bidder enters “No Bid” on any Price Line within a region (Group) , its Quote will be deemed non-responsive and ineligible for Contract award for that Group only.
Additionally, please see responses to Question #5 and Question #6.
