About this opportunity
The New Jersey Department of Corrections, through the Department of the Treasury Division of Purchase and Property, is requesting bids for wastewater and water treatment plant operations, maintenance, inspection, and monitoring at three correctional facilities with quotes due January 15, 2027 and mandatory site visits in October 2026. This procurement is set aside for subcontracting only to New Jersey Small Business Enterprises (Categories I, II, or III), requiring bidders to document good faith efforts to solicit qualified small business subcontractors.
The scope covers full operational responsibility for treatment plants at Garden State Youth Correctional Facility in Crosswicks, Bayside State Prison in Leesburg, and William H. Fauver Youth Correctional Facility in Annandale. The solicitation comprises ten price lines divided into three groups; bidders may bid on one, multiple, or all groups, but must include all price lines within a selected group to be responsive. Services include seven-days-per-week operations on a standard 7:00 AM to 4:00 PM schedule with 24/7 emergency response capability within two hours of notification. All contractor personnel must obtain criminal history background clearance through NJDOC and maintain state-issued identification badges. The contractor must employ fully licensed New Jersey operators meeting NJDEP requirements and maintain comprehensive operational records, laboratory procedures, and regulatory reporting in compliance with NJPDES permits.
Bidders must submit firm fixed monthly rates for routine operations and firm fixed hourly rates for emergency labor across three contract years using the state-supplied price sheet, with pricing all-inclusive of direct costs, indirect costs, labor, overhead, equipment, materials, supplies, and all other expenses. The base contract term is three years with an option to extend up to two additional years through mutual written consent. One contract per group is anticipated to be awarded.
The optional pre-quote conference is October 16, 2026. Questions close November 20, 2026 at 2:00 PM. Bidders must submit ownership disclosure forms, Iran investment activity certifications, MacBride Principles certification, affirmative action documentation, and comply with Standard State Terms and Conditions including mandatory cybersecurity incident reporting within 72 hours, minimum insurance coverage ($1 million Commercial General Liability and Automobile Liability), and prevailing wage requirements.
