About this opportunity

The Great Lakes Water Authority (GLWA) in Wayne County, Michigan, is seeking a consultant to provide Systems Control Center Support Services through a staff augmentation contract. The procurement aims to supplement GLWA staff with qualified personnel to support operations and maintenance of equipment for the System Control Group. The solicitation requires vendors to provide personnel for four key roles: Team Lead/Supervisor, Systems Control Center System Technician/Operator, Systems Control Technician/Operator Trainee, and Systems Control Operational Support Engineer. Vendors must demonstrate at least five comparable projects in the last ten years and have a local office. The evaluation criteria heavily weight the lowest cost/responsive/responsible bid at 97%, with a 3% allocation for Business Inclusion and Diversity (B.I.D.) Economic Equity. Key dates include an optional solicitation meeting on November 14, 2025, at 11:00 AM EST via Microsoft Teams, with questions due by November 21, 2025, at 12:00 PM EST, and vendor responses due by December 12, 2025, at 12:00 PM EST.

The solicitation includes a robust Business Inclusion and Diversity (B.I.D.) Program that provides economic incentives for diverse businesses. Vendors can earn additional points by having a business presence in Michigan (1%), being located in an economically disadvantaged service territory area (1%), or being located in a GLWA service territory area (1%). Acceptable diversity certifications include Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), Woman Business Enterprise (WBE), and Small Business Enterprise (SBE). The contract is structured for a three-year initial term with two optional one-year renewals, with compensation based on hourly rates for regular and overtime work. Estimated total hours across all positions are 43,680, though the total not-to-exceed amount will be specified in the final document. Vendors must provide comprehensive insurance coverage, including workers' compensation, commercial general liability, automobile liability, and professional liability. The contract requires vendors to submit detailed resumes, with GLWA reserving the right to interview and approve proposed personnel before assignment.
