About this opportunity

The State of Tennessee, Department of General Services, Central Procurement Office is requesting proposals for emergency debris removal services under RFP 32110-82026, with proposals due July 29, 2026 at 2:00 p.m. CST and a pre-response conference on June 26, 2026 at 10:00 a.m. via Microsoft Teams. The state intends to award up to three contracts to provide statewide coverage for disaster response operations that may qualify for FEMA Public Assistance reimbursement.

Respondents must hold an HC-H and HC-5 license (or an HC license) issued by the Tennessee Department of Commerce and Insurance with a minimum monetary limit of $1,000,000 and must demonstrate bonding capacity. These licenses are mandatory eligibility filters.

The scope encompasses debris removal from public rights-of-way, waterways, and other public spaces, including mobilization within 24 hours of callout notification, pickup and hauling, staging and sorting at designated management sites, reduction operations (grinding, chipping, or burning), and final disposal. The contractor must handle 13 debris categories spanning vegetative debris, construction and demolition materials, household hazardous waste, electronic waste, white goods, vehicles and vessels, tires, putrescent debris, infectious waste, and chemical/biological/radiological/nuclear contaminated materials. Compensation is based on unit rates proposed by the contractor across 45 distinct line items, measured in cubic yards, per-unit counts, linear miles, or per-pound weights depending on debris type and origin. The contractor must identify and secure permits for Debris Management Sites approved by the Tennessee Department of Environment and Conservation, maintain compliance with FEMA Public Assistance Program guidelines and FDDRP standards, and provide comprehensive documentation and daily load tickets for reimbursement eligibility.

The state estimates potential purchases at $1 billion but guarantees no minimum quantity. The initial contract term is 36 months with options for up to two one-year renewals and potential extension of up to 180 days, not to exceed 60 months total. Evaluation criteria weight general qualifications and experience at 20 points, technical qualifications and approach at 50 points, and cost proposal at 30 points. Written questions are due July 2, 2026 by 2:00 p.m., with responses provided July 22, 2026. Award notification is expected August 28, 2026, with contract execution by September 14, 2026.
