About this file

This is Amendment 3 to Request for Proposals (RFP) #32110-82026 issued by the State of Tennessee Department of General Services, Central Procurement Office for emergency debris removal services. The amendment updates the schedule of events for the procurement process. Key dates include the pre-response conference on June 26, 2026 at 10:00 a.m., a written questions and comments deadline of July 2, 2026 at 2:00 p.m., with state responses provided on August 24, 2026. The proposal response deadline is August 31, 2026 at 2:00 p.m. Technical response evaluations will be completed by September 21, 2026, with cost proposals opened and scored on September 22, 2026. Optional negotiations are scheduled for September 23-28, 2026. State notice of intent to award will be released on September 30, 2026, with the protest period ending October 7, 2026. The contractor signature deadline for the contract is October 12, 2026 at 2:00 p.m. The state intends to award up to three contracts to provide statewide debris removal coverage with an initial 36-month term and options for up to two one-year renewals, potentially extending to 60 months total.

Compensation is based on unit rates proposed by contractors across 45 distinct line items for 13 debris categories, with measurements in cubic yards, per-unit counts, linear miles, or per-pound weights depending on debris type and origin. Respondents must hold an HC-H and HC-5 license (or an HC license) from the Tennessee Department of Commerce and Insurance with a minimum monetary limit of $1,000,000 and demonstrate bonding capacity. Evaluation criteria allocate 20 points for general qualifications and experience, 50 points for technical qualifications and approach, and 30 points for cost proposals. The state estimates potential purchases at $1 billion but guarantees no minimum quantity. Contractors must comply with FEMA Public Assistance Program guidelines and FDDRP standards, identify and secure permits for state-approved Debris Management Sites, and provide comprehensive documentation and daily load tickets for reimbursement eligibility.
