About this file

This is an amendment to a Request for Proposals issued by the State of Tennessee, Department of General Services, Central Procurement Office for emergency debris removal services under RFP 32110-82026. The procurement seeks up to three statewide contracts to provide disaster response debris removal operations eligible for FEMA Public Assistance reimbursement. Services encompass debris removal from public rights-of-way, waterways, and public spaces, including mobilization within 24 hours of notification, hauling, staging, sorting, reduction operations, and final disposal across 13 debris categories. A pre-response conference is scheduled for June 26, 2026 at 10:00 a.m. via Microsoft Teams, with written questions due July 2, 2026 by 2:00 p.m. and responses provided July 22, 2026. Proposals are due July 29, 2026 at 2:00 p.m. CST. The initial contract term is 36 months with options for up to two one-year renewals and potential extension of up to 180 days, not to exceed 60 months total. Award notification is expected August 28, 2026, with contract execution by September 14, 2026.

Compensation is based on contractor-proposed unit rates across 45 distinct line items, measured in cubic yards, per-unit counts, linear miles, or per-pound weights depending on debris type and origin. The state estimates potential purchases at $1 billion but guarantees no minimum quantity. Respondents must hold an HC-H and HC-5 license (or an HC license) issued by the Tennessee Department of Commerce and Insurance with a minimum monetary limit of $1,000,000 and demonstrate bonding capacity; these licenses are mandatory eligibility requirements. Contractors must identify and secure permits for Debris Management Sites approved by the Tennessee Department of Environment and Conservation and maintain compliance with FEMA Public Assistance Program guidelines and FDDRP standards. Evaluation criteria allocate 20 points to general qualifications and experience, 50 points to technical qualifications and approach, and 30 points to cost proposal.
