About this file

This is a pricing evaluation model attachment for an RFP issued by the State of Tennessee Department of General Services for emergency debris removal services (SWC 820, RFP 32110-82026). The solicitation seeks proposals for statewide debris removal coverage following natural or man-made disasters, with the state intending to award up to three contracts. Respondents must submit completed pricing workbooks to the Solicitation Coordinator, Seth Lake, by July 29, 2026 at 2:00 p.m. CT. The initial contract term is 36 months with options for up to two one-year renewals and potential extension of up to 180 days, not to exceed 60 months total. Evaluation criteria weight general qualifications and experience at 20 points, technical qualifications and approach at 50 points, and cost proposal at 30 points.

The pricing model requires bidders to submit unit rates across 45 distinct line items covering 13 debris categories including vegetative debris, construction and demolition materials, hazardous waste, electronic waste, white goods, vehicles and vessels, tires, putrescent debris, infectious waste, and chemical/biological/radiological/nuclear contaminated materials. Compensation is calculated based on unit pricing in cubic yards, per-unit counts, linear miles, or per-pound weights depending on debris type and origin/destination points. Respondents must hold an HC-H and HC-5 license (or equivalent HC license) from the Tennessee Department of Commerce and Insurance with a minimum monetary limit of $1,000,000 and demonstrate bonding capacity. The state estimates potential purchases at $1 billion but guarantees no minimum quantity. Bidders must complete company and contact information sections and provide pricing for all highlighted cells in column F of the pricing tab.
