About this opportunity
The State of Tennessee Department of General Services, Central Procurement Office is conducting a partial re-solicitation for Statewide Contract (SWC) #700 to establish a network of qualified contractors to provide electrical, HVAC, plumbing, boiler, and chiller systems maintenance and repair services across Tennessee state agencies, local governmental entities, University of Tennessee system institutions, Tennessee Board of Regents entities, and military installations in Catoosa, Georgia and Fort Campbell, Kentucky. This event specifically solicits electrical maintenance and repair services for Hardin, Henderson, and Henry counties, with up to five responsive and responsible contractors to be awarded per county. The procured services include scheduled maintenance, preventive maintenance, repairs, additions, retrofits, upgrades, replacements, testing, inspections, and calibrations across all specified mechanical systems and equipment. Contractors must respond to emergency service calls within two hours of authorization and non-emergency calls within one business day, maintain 24/7 toll-free telephone and email contact, and provide workmanship warranties for one year after completion. Respondents must hold current CE classification from the Tennessee Department of Commerce & Insurance for electrical work, possess appropriate state mechanical contractor licenses, comply with EPA and manufacturer certifications as applicable, and demonstrate a minimum of one year in business with suitable equipment and trained staff. Pricing is structured on hourly labor rates for technicians and helpers at both regular time (7:00 a.m. to 6:00 p.m. Monday-Friday) and premium time rates (6:01 p.m. to 6:59 a.m. weekdays and all day Saturday, Sunday, and state holidays), plus allowable trip charges, with historical usage data provided in the cost proposal template to assist with pricing responses. The solicitation deadline is May 22, 2026 at 2:00 p.m. Central Daylight Time, with respondents required to submit completed evaluation models, bid pricing documents, current licenses and certifications, proof of tax registration, proof of insurance, and all required compliance documentation and certifications.
No set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other protected classifications are identified in the solicitation documents. Contractors must comply with federal requirements including debarment certification and the Iran Divestment Act, and must affirm non-discrimination policies in their submissions; however, the documents do not indicate restrictions limiting response to specific organization types or preferences for particular business structures. The contract requires performance bonds for jobs exceeding $50,000 and payment bonds for jobs exceeding $100,000, with bonds to be furnished after contract execution. The estimated total liability across the entire statewide contract network for all five job categories is $110,000,000, with electrical maintenance estimated at $21,000,000, HVAC at $45,000,000, plumbing at $29,000,000, boiler at $12,000,000, and chiller at $3,000,000; however, the state does not guarantee minimum purchase quantities to any awarded contractor. The contract will be effective April 1, 2026 for an initial thirty-six-month period, with optional renewals of up to two one-year periods and a potential extension of up to 180 days, not to exceed sixty months total. Pricing shall remain firm for the first 365 days, after which contractors may request increases supported by independently verifiable documentation of cost increases, subject to state approval, and payment terms follow the Tennessee Prompt Pay Act and Central Procurement Office Rules and Regulations.
