About this opportunity

The Oklahoma Office of Management and Enterprise Services (OMES) Central Purchasing division is soliciting proposals for Community Paramedicine consulting services to develop deployment strategies and sustainable payment models across Oklahoma, with proposals due November 18, 2026 at 3:00 p.m. CST and questions due by November 4. This is a statewide indefinite-delivery, indefinite-quantity contract available to all Oklahoma state agencies and affiliates on an as-needed basis.

Mandatory qualifications include a minimum of one year of direct Community Paramedicine or Mobile Integrated Healthcare strategy experience, active UEI and SAM.gov registration, and demonstrated capability to serve Oklahoma communities with populations under 55,000 outside Oklahoma and Tulsa Counties. Third-party vendor involvement is not permissible; all work must be performed directly by the awarded contractor. The solicitation involves federal funding and will be subject to HIPAA, FERPA, PII, and other sensitive data compliance standards.

The core scope comprises three deliverable categories: Community Paramedicine deployment strategy (baseline assessment, EMS vendor support, strategy development using peer-state examples and national best practices, and launch support); sustainable payment model development (service definition, reimbursement rate development, payer engagement strategy, provider fund design, billability pathway assessment, and State Plan Amendment support); and optional Phase II integration services supporting Rural Health Transformation Program objectives, which require separate authorization and approval. Specific deliverables, milestones, and acceptance criteria will be defined in post-award Statements of Work.

The initial contract term runs through June 30, 2028, with three optional one-year renewals available through June 30, 2031, subject to annual auto-renewal unless either party provides 30-day written termination notice. Bidders must submit firm, fixed pricing organized by detailed deliverable-based milestones with associated payment schedules, hourly rates by role, and supplemental professional services rates. Indirect costs should reflect the bidder's federally negotiated rate or the 15 percent de minimis rate. All pricing must remain firm for 120 days after the due date. Proposals must include audited financial statements, executive summary, technical response addressing 15 optional service categories, business references scored on a 30-point rubric, and Agency Cost Budget alignment. A 1% contract management fee applies to all transactions. Requests for administrative review must be submitted by October 26, 2026.
