About this file

This document is a Technical Response exhibit for a Community Paramedicine Consulting Services contract issued by the State of Oklahoma through the Office of Management and Enterprise Services (OMES) Central Purchasing division. The solicitation seeks consulting services to develop deployment strategies for Community Paramedicine in Oklahoma, including sustainable payment model development, with potential extensions to integrate other Rural Health Transformation Program (RHTP) initiatives. Bidders must complete mandatory sections addressing Community Paramedicine experience, rural healthcare transformation support, stakeholder engagement methodology, project management capability, deliverable management and quality assurance, and key personnel qualifications. The solicitation includes 15 optional service categories—including baseline assessment and landscape analysis, EMS vendor support, deployment strategy development, launch and implementation support, payment model development, payer engagement and sustainability, path to billability, State Plan Amendment support, and RHTP integration—which bidders may elect to propose. Bidders must certify minimum experience of at least one year in Community Paramedicine or Mobile Integrated Healthcare strategy services and confirm capability to serve Oklahoma communities with populations under 55,000 located outside Oklahoma and Tulsa Counties.

Bidders must submit technical proposals following the specified format with responses clearly identified by section and question number, accompanied by supplemental documentation such as resumes, case studies, methodologies, and work products as applicable. References must be submitted separately using the Bidder Reference Questionnaire exhibit. All value-added products or services described in the technical proposal must be identified in the pricing exhibit and fall within the solicitation scope. The document emphasizes that responses should demonstrate direct experience and proposed methodology rather than generic capability statements or marketing materials. Bidders selecting "YES" for optional service categories must provide complete responses to all associated questions and certify their approach classification as Standard, Customized for Oklahoma, or a Combination of both; failure to provide complete responses for selected categories may render the bidder non-responsive for those categories and ineligible for award consideration.
