About this opportunity
The State of Michigan, through its Department of Technology, Management and Budget, is conducting a competitive Request for Proposal (RFP 260000001897) for comprehensive statewide court reporting services to be provided to multiple state agencies including the Attorney General, Department of Licensing and Regulatory Affairs, Department of State Bureau of Elections, Michigan Gaming Control Board, Department of Agriculture and Rural Development, Department of Health and Human Services, Michigan Civil Service Commission, Department of Labor and Economic Opportunity, Department of Corrections, Department of Environment Great Lakes and Energy, Office of Retirement Services, and various other state entities. The procurement seeks court reporting services for depositions, administrative hearings, contested case proceedings, and public meetings conducted throughout Michigan, with court reporters required to be certified by the State of Michigan as CER, CSR, or CSMR pursuant to Michigan Court Rule 8.108(G) and to maintain a minimum of five years' experience. Deliverables include accurate, verbatim transcripts in multiple formats (typed paper text, DVD, video, USB drive, digital photographs, real-time transcription, rich-text format, Microsoft Word format, and .PTX format), with sealed original transcripts and one copy delivered within ten calendar days of proceedings, along with phrase and keyword indexes, condensed mini-scripts, and translation services for hearing and sight-impaired individuals as needed. Services must be available during normal business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m. EST/EDT) and non-normal hours including evenings, weekends, and holidays, with confirmation of attendance required 24 hours prior to scheduled events and the ability to handle multiple simultaneous proceedings. The RFP evaluation criteria are weighted as follows: Statement of Work Schedule A Section 1 (25 points), Sections 2-4 (25 points), Sections 5-9 (25 points), and Vendor Questions Worksheet (25 points) for a total of 100 points, with a minimum technical score of 80 points required for pricing evaluation, and final award based on the best value combination of technical merit and pricing. A non-mandatory pre-proposal meeting is scheduled for May 13, 2026 at 2:00 p.m. EST via Microsoft Teams; written questions must be submitted by May 15, 2026 with answers posted by May 22, 2026; and proposals are due electronically through the Michigan SIGMA VSS system by June 5, 2026 at 2:00 p.m. EST.
The RFP documents do not identify specific set-aside designations for disadvantaged enterprises, small businesses, or other restricted categories of vendors, nor do they identify any incumbent contractors or current service providers that bidders must integrate with or replace. Bidders may respond for any or all regions listed in Schedule D, though coverage of multiple or all regions is preferred to ensure statewide service delivery. The contractor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability Insurance with $1,000,000 per accident limits, Workers' Compensation Insurance, Employers Liability Insurance with $500,000 limits, and Professional Liability (Errors and Omissions) Insurance with $3,000,000 per occurrence and annual aggregate limits, with all policies issued by insurers rated A- VII or higher by A.M. Best and naming the State of Michigan as an additional insured on a primary and non-contributory basis. The contract term is five years, effective October 1, 2026 through September 30, 2031, with possible renewal for up to five additional one-year periods at the State's sole discretion, and pricing must remain firm for the entire contract length with adjustments permitted only upon documented changes in contractor costs subject to 30-day review and mutual negotiation. No specific budget or contract award value is disclosed in the RFP documents; contracts valued at $250,000 or more will require State Administrative Board approval, and service-level liquidated damages of $5,000 plus $100 per day apply for late or improper completion with sliding-scale service credits for failures in personnel coverage, professional conduct, or transcript delivery.
