About this opportunity
Dallas Independent School District (DISD) is seeking proposals for fire suppression system inspection, repair, and maintenance services across district-wide cafeterias and Career and Technical Education (CTE) sites. The Request for Proposal (RFP) requires vendors to provide comprehensive evaluation, inspection, and certification of existing fire suppression systems, ensuring compliance with safety standards, regulations, and codes. Services include semi-annual inspections, maintenance, repairs, recharging, and hydrostatic testing for Ansul, Kidde, Range Guard, and Pyro-Chem fire suppression systems, as well as inspection of fire alarms, smoke detectors, sprinkler systems, and portable fire extinguishers across approximately 230 cafeteria sites. Vendors must be licensed by the State Board of Contractors with specialty in fire systems and maintain NFPA 10 certification for extinguisher service technicians. The pre-proposal meeting was scheduled for January 12, 2025, at 2:00 p.m. CST, with proposals due on January 29, 2026. The contract will be awarded based on best value criteria including purchase price, vendor reputation, quality of services, extent of meeting district needs, and long-term cost considerations.
The procurement encourages participation from all vendors, including sole source providers, with a focus on small business enterprise (SBE) participation. The district has an aspirational 30% SBE participation goal, with vendors able to earn up to 20 evaluation points for SBE-related criteria, including joint ventures, subcontractor utilization, and participation plans. Certified business types include 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), Small Business Enterprise (SBE), Veteran-Owned Small Business (VOSB), and Women-Owned Small Business (WOSB). The contract term is structured as one year with two optional one-year renewals, not to exceed three years total, with either party required to provide 90 days' written notice for non-renewal. While specific contract values are not explicitly stated, the district will be servicing 30 to 40 facilities per month, with work conducted between 1:00 p.m. and 4:00 p.m. on school days. Repairs under $1,000 per school can be completed with prior approval, while repairs exceeding $1,000 require written authorization from the Food and Child Nutrition Services manager.
